Previous issue date: 2015-07-16 / The present dissertation concerns women's political participation and their struggle for gender equality. The understanding of a lower feminine essence, brought by some philosophers, provided elements for the exclusion of women from the political sphere. It is understood that the right to women's vote was the first step towards the recognition of citizenship by the woman, but between the right to vote and the possibility of occupying a workplace in the Brazilian legislature women faced and faces a number of difficulties. In this respect, equality and women's empowerment policies advocated by international organizations, through meetings and conventions, and welcomed by the Brazilian government aimed at breaking the paradigms of a patriarchal society that defines the woman's operating scope and the private space. The allocation of quotas for women in political parties are one of the measures that seek to modify the representation of women in parliament deficit. It approaches, initially the asymmetry of gender in positions of power, based on the idea of some philosophers who understood that women were only able to develop activities relating to the housekeeping as well as opposed to these ideas. In the light of this, it analyzes the difficulties faced by women to get the right to vote in the United State, England and Brazil. It also deals with women.s political participation in the Chamber of Deputies and Federal Senate, during the years from 1932 to 2014, and finally it discusses the ways of occupying political vacancy opportunity for women.
Keywords: Woman, political participation, quotas, gender equality. / Esta dissertação trata da participação política feminina e a sua busca pela igualdade de gênero. A compreensão de uma essência feminina inferior, trazida por alguns filósofos, forneceu elementos para a exclusão da mulher do espaço político. Entende-se que o direito ao voto feminino foi o passo inicial para o reconhecimento do exercício da cidadania pela mulher, no entanto entre o direito de votar e a possibilidade de ocupar um espaço no legislativo brasileiro a mulher enfrentou e enfrenta uma série de dificuldades. Neste sentido, as políticas de igualdade e empoderamento feminino, preconizadas por organismos internacionais, através de encontros e convenções, e acolhidas pelo governo brasileiro, visam quebrar os paradigmas de uma sociedade patriarcal, que delimita o âmbito de atuação da mulher como o espaço privado. A destinação de cotas para as mulheres nos partidos políticos é uma das medidas que buscam modificar o deficit de representação feminina no parlamento. Aborda-se, inicialmente a assimetria de gênero nos espaços de poder, pautada nas idéias de alguns filósofos que compreendiam que a mulher somente estava apta a desenvolver atividades relativas ao espaço do lar, bem como, o contraponto a estas ideias. Na sequência, analisa-se as dificuldades enfrentadas pelas mulheres para obter o direito de voto, nos Estados Unidos, Inglaterra e Brasil. Trata, ainda, da participação política feminina na Câmara dos deputados e no Senado federal, no período de 1932 a 2014, e, por fim, discute as formas de ocupação do espaço político pelas mulheres.
