Previous issue date: 2015-08-27 / This work aimed to investigate the economic policy of Lula.s government in the years of 2003 to 2006, with a focus on social capital, to find out if there was a real social and structural change in the country or whether there was only a form of social control, with ephemeral and welfare measures (general purpose). For this, it was necessary to understand the context in which this policy took part, so that the origin and consequence of it to the structure of the country could be observed. There was an attempt to verify how important were the actions and measures developed by the federal government, which enabled Brazil to reverse a framework of political and economic difficulties and achieve an economically stable and reliable country level for foreign capital investments. Throughout the text, it is presented the concept of social capital, and its evolution in the world and Brazilian historical contexts, focusing on the national context, performing an in-depth analysis on the topic. There.s a discussion on the historical events that occurred during the presidential term regarding the period from January 1st, 2003 to December 31st, 2006, the first Lula.s government, that changed the economic representation of the country. Finally, it.s indicated the external impact of actions involving the Brazilian internal social capital, consolidating the concepts studied and the investigations carried out during the work. Regarding the methodological aspects, the hypothesis are investigated through bibliographic research, through explanations based in published studies in the form of books, journals, articles and specialized publications, press and official data published on the World Wide Web, that might directly or indirectly approach the subject of study. Regarding the research typology, it is, according to the use of results, pure, seeking to increase the knowledge and serve as a base to future studies about this subject.

Social Development. / Este trabalho teve o intuito de investigar a política econômica do Governo Lula nos anos de 2003 a 2006, com enfoque no capital social, para descobrir se houve uma real mudança social e estrutural no país ou se existiu apenas uma forma de controle social, com medidas assistencialistas e efêmeras (objetivo geral). Para isso, fez-se necessário entender o contexto em que essa política se inseria, de modo que se pudesse observar a origem e a consequência dela para a estrutura do país. Buscou-se verificar o quanto são importantes as ações e as medidas desenvolvidas pelo governo federal, que possibilitaram ao Brasil reverter um quadro de dificuldades políticas e econômicas e alcançar o patamar de país economicamente estável e confiável para investimentos do capital estrangeiro. Ao longo do texto, apresentam-se o conceito de capital social, e sua evolução no contexto histórico mundial e brasileiro, com enfoque no contexto nacional, efetuando uma análise aprofundada sobre o tema. Discutem-se os fatos históricos ocorridos durante o mandato presidencial relativo ao período de 1º de janeiro de 2003 a 31 de dezembro de 2006, o Primeiro Governo Lula, que mudaram a representação econômica do país. Por fim, indica-se a repercussão externa das ações voltadas ao capital social interno brasileiro, consolidando os conceitos estudados e as investigações realizadas ao longo do trabalho. No que diz respeito aos aspectos metodológicos, as hipóteses são investigadas através de pesquisa bibliográfica, mediante explicações embasadas em trabalhos publicados sob a forma de livros, revistas, artigos, publicações especializadas, imprensa escrita e dados oficiais publicados na rede mundial de computadores, que venham a abordar direta ou indiretamente o tema em análise. Em relação à tipologia da pesquisa, esta é, segundo a utilização dos resultados, pura, visto ter o intuito de ampliar o conhecimento, buscando, ainda, servir de base para futuros estudos acerca do tema.
