Previous issue date: 2017-03-24 / Uma política tem o fim de transformar a realidade usando meios coerentes com a visão que os atores têm do problema e de suas soluções. O Programa Ciência sem Fronteira (CsF), parceria entre o MEC e o MCTIC, concede bolsas de intercâmbio para alunos de graduação e pós-graduação em centros educacionais de destaque na área de tecnologia e inovação. Um de seus objetivos e incrementar a produção acadêmica de cunho científico através da convivência nesses centros. Busca-se neste estudo responder: Qual a efetividade do CsF na promoção de visibilidade internacional acadêmica e científica da pesquisa realizada no Centro de Ciências Exatas e Tecnológicas da Universidade Federal de Viçosa, no período 2012 a 2016? Logo, como objetivo geral pretende-se nesta pesquisa avaliar a efetividade do CsF na promoção da visibilidade internacional acadêmica e científica da pesquisa realizada no referido Centro. Especificamente, propõe-se descrever o Programa CsF a luz da análise multidimensional proposta por Secchi (2015), e pelos estudos de McDavid e Hawthorn (2006) e Nagarajan e Vanheukelen (1991), e destacar elementos do CsF que possam estar associadas a efetividade, e, identificar a evolução do índice JCR de beneficiários e não beneficiários do programa no período. Como método, esta pesquisa é classificada como quantitativa e qualitativa e caracterizada como descritiva e explicativa. O trabalho empírico constou de analise documental e quantitativa dos dados indicadores de visibilidade acadêmica através do software SPSS e, por testes com nível de confiança de 99%. Comparou-se dois Grupos - alunos beneficiários e não-beneficiários e, também considerando dois Períodos - antes e após implementação da Política em analise, usando como parâmetro as pontuações em JCR. Verificou-se que o CsF não promoveu a visibilidade acadêmica do ambiente em estudo. A análise qualitativa que balizou a analise da efetividade foi feita a partir das dimensões propostas por Secchi (2015) e dos conceitos de McDavid e Hawthorn (2006) e Nagarajan e Vanheukelen (1991), aos quais foram submetidos os pressupostos do CsF. A análise mostrou que o CsF possui obstáculos a sua efetividade, quer seja pela falta de detalhamento de objetivos e de previsão de métodos avaliativos, tanto por desequilíbrios nas atribuições dos atores. O CsF não trouxe o impacto desejado até agora, embora a ocorrência de casos pontuais no Grupo destinatário suportem a iniciativa de análises futuras com a mesma metodologia em outras Instituições. / The Science Without Borders (SWB) Program, a partnership between the MEC and MCTIC, grants exchange scholarships for undergraduate and graduate students in superior educational centers in technology and innovation. One of its objectives is to increase the academic production of scientific papers through the learning in these centers. This study aims to answer: What is the effectiveness of SWB in promoting international academic and scientific visibility of the research carried out at the Center of Exact and Technological Sciences of the Federal University of Viçosa, from 2012 to 2016? Therefore, the general objective of this research is to evaluate the effectiveness of SWB in promoting the international academic and scientific visibility of the research carried out in the said Center. Specifically, it proposes describe theSWB Program under the light of the multidimensional analysis proposed by Secchi (2015), McDavid and Hawthorn (2006) and Nagarajan and Vanheukelen (1991), elements of SWB that may be associated to effectiveness, and identifying the evolution of the JCR index of beneficiaries and non-beneficiaries of the program in the period. As a method, this research is classified as quantitative and qualitative and characterized as descriptive and explanatory. The empirical work consisted of documental and quantitative analysis of the data indicators of academic visibility through the SPSS software, and by tests With the confidence level of 99%. Two groups were compared- benefited students and non-benefiteds and, also considering two Periods before and after the implementation of the Policy under analysis, using as a parameter the JCR scores. It was verified that the SWB didnlt promote the academic visibility of the study environment. The qualitative analysis that led to the analysis of effectiveness was made from the dimensions proposed by Secchi (2015) and the concepts of McDavid and Hawthorn (2006) and Nagarajan and Vanheukelen (1991), to which the SWB assumptions were submitted. The analysis showed that the SWB has obstacles to its effectiveness either by the lack of detail of objectives and by the forecasting of evaluation methods due to imbalances in the attributions of the stakeholders. The SWB hasnit had the desired impact so far, although the occurrence of one-off cases in the target group supports the initiative of future analyzes using the same methodology in other institutions.
