O objetivo desta dissertação é problematizar as práticas discursivas que constituem configurações de rede na interface entre os campos da saúde mental e saúde pública. Por configurações de rede entendemos diferentes modos de dispor os serviços e os fluxos de pessoas, informações e comunicação em uma rede assistencial, remetendo à idéia da rede como um arranjo temporário, passível de ser reconfigurado. Nossa investigação utiliza-se das ferramentas-conceituais da abordagem genealógica e cartográfica, destacando-se as noções de descontinuidade, gênese, defasagem e processo. Como campo de análise, utilizamos os relatórios finais das Conferências Nacionais de Saúde realizadas até a institucionalização do Sistema Único de Saúde, em 1990; e as Conferências Nacionais de Saúde Mental. Evidenciamos o modo como as configurações de rede são estabelecidas como resposta a diferentes problemas, sendo atravessadas por saberes distintos. Concluímos que os modos de dispor a rede assistencial expressam diferentes concepções dos processos saúde-doença e de produção de subjetividade, o que nos desloca de um terreno meramente administrativo e tecnocrático para a dimensão política e social que assumem as diferentes configurações de rede. Para além de uma justaposição de serviços, elas expressam também agenciamentos sociais, não sendo possível pensar uma configuração de rede dissociada do contexto de onde emerge e dos discursos que a atravessam. / The aim of this thesis is to problematize the discursive practices that constitute the network configurations on the interface between the fields of mental health and public health. By network configurations we understand different ways to dispose the services and the flow of people, information and communication in a health care network, referring to the concept of network as a temporary arrangement, that can be reframed. Our investigation operates with the conceptual tools of the genealogic and cartographic approach, highlighting the notions of discontinuity, genesis, displacement and process. Regarding the analysis field, we used the final reports of the National Health Conferences accomplished until the institutionalization of the Sistema Único de Saúde, in 1990; as well as the Mental Health National Conferences. We evidence the way network configurations are established as a response to different problems, being trespassed by distinct knowledge. We conclude that the ways of disposing the health care network express different ways of conceiving the health-disease and the subjectivity production processes. Such ways displace us from a merely administrative and technocratic field to a political and social dimension that conveys the different network configurations. Beyond a juxtaposition of services, they also express social agencies, not being possible to think about a network configuration dissociated from the contexts where it emerges and from the discourses it is trespassed.
