A tese tem como objetivo evidenciar a centralidade da página como dispositivo de governamentalidade da racionalidade ocidental moderna, uma racionalidade que emergiu, no séc. XII, com a possibilidade da leitura silenciosa dada pela página, e que se disseminou com a imprensa, a partir do século XVI. Propõe-se, então, a mostrar que, na atualidade, a página cede essa centralidade para a page, que se constitui como dispositivo governamental de um mundo globalizado. Em conseqüência, a leitura, enquanto modo de subjetivação do leitor pela página, transforma-se em relação à page: da leitura centrada na escrita à leitura centrada na leitura (dos trajetos) da leitura. A “arte de governo” da página acontece numa forma de disposição da escrita que teve o poder de estabelecer o texto, tornando-o inteligível numa certa ordem do discurso, e de configurar um modo de pensar produzido por esse ordenamento. Já a “arte de governo” da page acontece numa clara desorganização daquela ordem. Pois, paradoxalmente, é o hipertexto, ou seja, a descentralização do texto produzida pelos links, que vai evidenciar a centralidade da page como dispositivo de governamentalidade das chamadas “sociedades de controle”. A governamentalização do Estado Moderno Ocidental centrou-se na página enquanto 1) instituição (nos seus procedimentos, análises, cálculos, reflexões e táticas) que tem por alvo a população leitora, por forma principal de saber a economia política (inteligibilidade) do texto e por instrumentos técnicos, os dispositivos de segurança da sintaxe e da gramática; 2) um ordenamento que dá proeminência a esse tipo de “arte de governo”, ao produzir uma série de dispositivos de governo (arquivos, bibliotecas, escolas, p.ex.) e o disciplinamento dos saberes (medicina, literatura, p.ex); 3) condição de possibilidade da passagem do estado de justiça da Idade Média para o estado administrativo, burocrático do séc. XVII, ou seja, para a governamentalização do Estado. Assim, a página é inerente a uma forma de governamentalidade. E ao se constituir como o centro da sua racionalidade, ela aparece como condição de possibilidade para a emergência dessa governamentalidade e como um dispositivo pelo qual esta se efetiva. Centrada na page, a governamentalidade vai constituir: 1) a população mundial como alvo; como forma de saber, a economia política da informação e da comunicação (TICs); e por instrumentos técnicos, os dispositivos de segurança (câmaras, senhas, programas de computador, etc.); 2) um ordenamento global incessante e mutável que dá proeminência ao e-governo, ao trabalho imaterial, aos saberes linkados no hipertexto; 3) uma condição de possibilidade da passagem do estado administrativo, burocrático, disciplinar, para o estado do controle, do acesso, da senha. Aqui, já não se trata mais da “arte de governo” da página. A governamentalização do Estado centrada na página chega até nós travestida, transmutada que foi pela page. Já não se trata daquela “arte de governo”. Já não é mais a página. Tudo é outra coisa. Nós também. Já somos outros. Porque lemos e somos lidos de outra forma. / This thesis aims to give evidence for the centricity of the page as a gadget of governance of the modern western rationality, which emerged in the XII century, with the possibility of the silent reading given by the page, which was disseminated by the press, from XVI century. The objective is to show that, nowadays, the page concedes this centricity to the e-page, which is constituted as a governmental gadget of a global world . Therefore, the reading as a reader’s subjectivity to the page, is transformed in relation to the e-page : from the reading centered on the writing to the reading centered on the reading ( of the routes) of the reading. The “government artcraft “ of the page occurs in the disposition mode of the writing that had the power to establish the text, making it intelligible in a certain order of discourse, and of shaping a way of thinking produced by this ordination. On the other hand the “government artcraft” of the e-page occurs throughout a clear disorganization of that order. Then, paradoxically, it is the hypertext, that means, the decentralization of the text produced by the links, which will give evidence for the centricity of the e-page as a gadget of governance of the so called “society of control”. The governing of the Modern Western State centralized on the page as 1) institution (in its procedures, analysis, calculations, reflections and tactics) that targets the population who reads, as a main way of getting to know the economy policy ( intelligible) of the text and by technical instruments, the safety gadgets of the syntax and grammar; 2) the ordination that gives prominence to this type of “government artcraft” , in producing a series of government gadgets ( i.e. archives, libraries, schools ) and the disciplining of knowledge ( i.e. Medicine, Literature); 3) condition to the possibility to the passage of justice state from the Middle Age to the administrative state , bureaucratic of the XVII century, that means, to the state governing. Thus, the page is inherent to a governance mode. And by its constitution as the center of its rationality, it appears as a condition of the possibility for the appearance of this governance and as a gadget by which it is produced. Centered on the e-page, the governance will constitute: 1 the world population as a target; as a knowledge mode, the economy policy of information and communication (TICs), and by technical instruments, the safety gadgets (cameras, passwords, computer programs, etc.); 2 an incessant and mutable global ordination that gives prominence to the e-government, to the immaterial work, to the knowledge linked to the hypertext; 3 a condition to the possibility to the passage of the administrative state, bureaucratic, disciplinary to the state of control, to access, to password. Here, it is not the case of the “government artcraft” of the page anymore. The governing of the sate centered on the page is a travesty page, transmuted by the e-page. It is not the page anymore. Everything is another thing. So are we. We are other ones.. Because we read and are read in another way.
