Previous issue date: 2016-09-30 / Este estudo trata da política de Educação Profissional tendo por objetivo avaliar a
implementação do Programa Nacional de Acesso ao Ensino Técnico e Emprego –
PRONATEC no período de 2012 - 2015, buscando descrever seus resultados. Para
a consecução desse objetivo, o desenho de pesquisa adotado foi a estatística
descritiva, auxiliada pelo uso de dados secundários coletados no Plano Plurianual
2012-2015 do Governo Federal, principais ações e programas de responsabilidade
do Ministério da Educação e através da análise de normas e documentação
produzidas pelos gestores federais para implementação do Pronatec. Como unidade
de análise, foram utilizadas as transferências do Programa de Educação Profissional
e Tecnológica, entre 2012 e 2015 e as metas estabelecidas para alcance dos
objetivos traçados no plano. Portanto, os principais resultados, indicam que de modo
agregado a implementação do Pronatec no período entre 2012-2015 não se deu de
maneira eficiente, no tocante a execução orçamentária e ao cumprimento das
metas, tendo atingindo apenas algumas das previstas na lei de criação do programa.
Contudo, se utilizarmos como referências as ações dos programas, podemos
perceber que existem ilhas de efetividade. Ou seja, ações que de fato se mostraram
capazes de ter um alto rendimento de transferência orçamentária, baseado no que
estava previsto. / This study deals with the vocational education policy with the objective of evaluating
the implementation of the National Program for Access to Technical Education and
Employment - PRONATEC in the 2012 period - 2015, seeking to describe its results.
To achieve this objective, the research design used was the descriptive statistics,
aided by the use of secondary data collected in the 2012-2015 Multi-Year Plan of the
Federal Government, major actions and responsibility programs of the Ministry of
Education and through the analysis of standards and documentation produced by
federal managers to implement the Pronatec. As the unit of analysis, we used the
transfers of the Professional Education Program and Technology between 2012 and
2015 and the targets set for achieving the goals set in the plan. Therefore, the main
results indicate that aggregate implementation of Pronatec mode in the period 20122015
did not take place efficiently, with respect to budget execution and the
fulfillment of goals, and reaching only some of the foreseen in the law program
creation . However, if we use as reference the actions of programs, we realize that
there are effective Islands. That is, the fact that actions have been shown to have a
high performance transfer budget, based on what was provided.
