Previous issue date: 2014-08-21 / Esse trabalho tem como objeto a Política Nacional de Práticas Integrativas e Complementares do Sistema Único de Saúde (PNPIC), publicada em 2006, tomada para análise utilizando o Tripé epistemológico-crítico, dentro de uma perspectiva de crítica ao modelo biomédico e sob o olhar interpretativo da hermenêutica filosófica inspirada em Gadamer. A inserção da hermenêutica filosófica vem contribuir com a crítica epistemológica, política e ética, os três níveis conjugados de entendimento que constituem o Tripé epistemológico crítico. A fim de analisar a PNPIC, essa dissertação discute os conceitos de promoção em saúde e integralidade e traça historicidades na construção dessa política nos contextos internacional e nacional. A PNPIC se propõe a defender uma visão integrativa de saúde, mas se constata nesse estudo que seu texto vem representar a convivência de racionalidades médicas diversas sem, no entanto, eximir-se de sofrer a hegemonia do modelo biomédico. A PNPIC marca a institucionalização, com abrangência nacional, das Práticas Integrativas e Complementares no SUS e vem também representar a crescente demanda por cuidado com ética. / This work has as object the “Política Nacional de Práticas Integrativas e Complementares do Sistema Único de Saúde (PNPIC)”, published in 2006, taken for analysis using the epistemological-critical tripod, within a critical perspective of the biomedical model and under the interpretive view of philosophical hermeneutics inspired in Gadamer. The insertion of philosophical hermeneutics contributes to the epistemological critique, politics and ethics, the three combined levels of understanding that constitute the epistemological-critical tripod. In order to analyze the PNPIC, this work discusses the concepts of health promotion and completeness and traces historicities in the construction of this policy in international and national contexts. The PNPIC proposes to defend an integrative view of health but, in this study, it was noted that its text comes to represent the coexistence of diverse medical rationales, without, however, exempt itself from suffering hegemony of the biomedical model. The PNPIC marks the institutionalization of a national scope of the Integrative and Complementary Practices of SUS and also represents the growing demand for care with ethics.
