Previous issue date: 2017-07-30 / CNPq / Esta dissertação tem como objetivo analisar os processos sociais e políticos implicados no atendimento à qualificação da oferta dos serviços de acolhimento de idosos, a partir das interações estabelecidas entre a Secretaria responsável pela gestão municipal do SUAS, as instituições da sociedade civil prestadoras dessa modalidade de atenção protetiva e o Conselho de Assistência Social no município de Vitória de Santo Antão-PE. Analisa-se as negociações e consensos, as contradições e as correlações de forças políticas, como elementos integrantes dos processos sociais e políticos. Para proceder com a captação desses aspectos, foram aplicadas entrevistas semiestruturadas ao representante da gestão municipal do SUAS, aos coordenadores das instituições e aos conselheiros municipais de assistência social. Foram coletadas informações a partir da análise documental sobre os registros e sistematizações do CMAS, concernentes às conferências de assistência social realizadas em Vitória de Santo Antão nos anos de 2013 e 2015, como também foi utilizado o recurso a banco de dados de acesso e uso público nos sites oficiais do MDSA, do IBGE e da Agência CONDEPE/FIDEM para obtenção de informações socioeconômicas do referido município. Na análise das informações coletadas nesta pesquisa de enfoque qualitativo, de natureza explicativa e, do ponto de vista teórico-metodológico, orientada pelo método crítico dialético, buscou-se articular os elementos observados na realidade concreta do município com os subsídios teóricos obtidos na revisão da literatura sobre a temática, de modo a possibilitar a elucidação fundamentada do fenômeno estudado. Os resultados da pesquisa apontam que a qualificação da oferta dos serviços de acolhimento de idosos, na perspectiva da NOB-SUAS/2012, ainda não é uma realidade concretizada no município. Identifica-se que os processos sociais e políticos envolvidos na ausência de materialização da proposta em Vitória de Santo Antão, podem ser captados tanto no nível mais geral quanto no nível mais específico do contexto em que a política de assistência social e a proteção social à pessoa idosa se desenvolvem. Os desafios da proteção social aos idosos em situação de acolhimento institucional são diversos. As possibilidades diante dessa realidade que afeta a proteção social aos idosos em situação de acolhimento se apresentam no campo da participação política dos usuários do SUAS. A constituição de uma prática política em que os usuários tenham garantida a participação nas decisões do SUAS é essencial para o atendimento das necessidades e dos interesses dos diversos segmentos sociais. / The purpose of this dissertation is to analyze the social and political processes involved in providing care to the qualification of the provision of services for the elderly, based on the interactions established between the Secretariat responsible for the municipal management of SUAS, the civil society institutions that provide this type of care And the Social Assistance Council in the city of Vitória de Santo Antão-PE. Negotiations and consensus, contradictions and correlations of political forces are analyzed as integral elements of social and political processes. In order to proceed with the capture of these aspects, semi-structured interviews were applied to the representative of the municipal management of SUAS, to the coordinators of the institutions and to the municipal councilors of social assistance. Information was also collected from the documentary analysis on the records and systematizations of the CMAS, concerning the social assistance conferences held in Vitória de Santo Antão in the years of 2013 and 2015, as well as the use of a database of access and use Official websites of MDSA, IBGE and CONDEPE / FIDEM Agency to obtain socioeconomic information from said municipality. In the analysis of the information collected in this research, with a qualitative approach, of an explanatory nature and, from a theoretical and methodological point of view, guided by the critical dialectic method, the aim was to articulate the elements observed in the concrete reality of the municipality with the theoretical subsidies obtained in the review Of the literature on the subject, in order to enable a reasoned elucidation of the phenomenon studied. The qualification of the offer of services for the elderly in the perspective of NOB-SUAS / 2012, is not yet a reality materialized in the municipality. It is identified that the social and political processes involved in the lack of materialization of the proposal in Vitória de Santo Antão can be captured both at the more general level and at the more specific level of the context in which social assistance policy and social protection to the person Elderly people develop. The challenges of social protection to the elderly in an institutional reception situation are diverse. The possibilities faced by this reality that affects the social protection to the elderly in a host situation are presented in the field of political participation of users of SUAS. The constitution of a political practice in which the users have guaranteed their participation in the decisions of the SUAS is essential for meeting the needs and interests of the different social segments.
