Previous issue date: 2016-08-29 / O presente trabalho busca investigar os limites e as possibilidades à efetiva participação da sociedade civil no Conselho Municipal de Educação – CME da cidade de Caruaru –PE. Dessa forma, tal estudo utiliza as teorias de participação, a partir de autores como PATEMAN (1992), AVRITZER (2007, 2008), BOAVENTURA DE SOUZA SANTOS (2005), ALVES (2013), DAGNINO e TATAGIBA (2007), como balizador da construção do trabalho. O objetivo geral do presente trabalho é compreender como os mecanismos de participação democrática, no caso o CME, se organiza para cumprir suas funções na discussão de políticas públicas, com o intuito de observar o grau de participação de seus conselheiros e as relações da entidade com o poder público municipal. Os objetivos específicos se perfazem por verificar a importância dos conselhos enquanto veículo da prática participativa da democracia, levantar as condições para a efetiva participação dos membros da sociedade civil e as relações do CME com a administração pública municipal e avaliar de que forma as deliberações ocorridas no CME no período de 2014 a 2016 podem ser relacionadas com temáticas relacionadas aos direitos humanos, no âmbito de sua atuação. A metodologia utilizada é qualitativa e o instrumento de coleta utilizado foi o da análise documental, por meio da leitura das atas emitidas nas reuniões ordinárias, com o apoio da análise de conteúdo como ferramental de averiguação. Como resultado, identificamos como as políticas públicas oriundas a partir das decisões e discussões dentro da entidade se relacionam com temáticas de direitos humanos, tais como identidade de gênero, bullying, direito ao ensino infantil e a própria ideia de participação no conselho, por meio do ingresso de novos membros, bem como da efetiva participação de representantes de entidades com assento garantido, mas com pouca frequência. Ao mesmo tempo o CME luta para se organizar em termos burocráticos legais e se impor junto ao poder público municipal, que parece evitar, por vezes, reconhecer sua importância cabal no desenho institucional-participativo caruaruense. / The current work aims to investigate the limits and possibilities for effective participation of civil society in the Municipal Board of Education – CME city of Caruaru – PE Therefore, this study uses the theories of participation, from authors like PATEMAN (1992), AVRITZER (2007, 2008), BOAVENTURA DE SOUZA SANTOS (2005), ALVES (2013), DAGNINO e TATAGIBA (2007), as research building organizer. The overall objective of this study is to understand how the mechanisms of democratic participation, in this case the CME, It is organized to fulfill their duties in the public policy discussion, in order to observe the degree of participation of its members and the organization's relations with the municipal government. The specific objectives to make up for verifying the importance of councils as a vehicle of participatory democracy rising conditions for the effective participation of members of civil society and CME 's relations with the municipal government and assess how the resolutions made at the CME for the period 2014-2016 may be related to issues related to human rights in your Performance. The methodology is qualitative and the collection instrument used was documentary analysis, through the reading of the minutes issued at regular meetings , with the support of content analysis as investigative tools. As a result, we identified how public policies arising from decisions and discussions inboard the entity are related to issues of human rights, such as gender identity, bullying , child rights education and the idea of participation in the Council , through the entry of new members as well as the effective participation of representatives of organizations with guaranteed seat, but low frequently. At the same time the CME struggle to organize Legal and bureaucratic terms and be imposed by the municipal government, Which sometimes seems to avoid , recognize YOUR full importance in the institutional structure of Caruaru
