Previous issue date: 2015-09-23 / CAPES / O presente estudo objetiva desvelar o sentido da Inclusão Produtiva no contexto da Política Estadual de Assistência Social de Pernambuco, entre os anos de 2009 a 2014, enquanto proposta de governo materializada no Programa Pernambuco no Batente. Destaca-se que a busca dos trabalhadores por novas alternativas de trabalho e de enfrentamento ao desemprego estrutural e à pobreza renitente, decorrentes do contexto atual, neoliberal, marcado pela reestruturação produtiva e pelo processo de globalização/mundialização do capital, têm impulsionado o Estado a promover políticas e programas, dentre os quais, de Inclusão Produtiva, tanto no campo da assistência social, quanto no campo do trabalho. Esta, pela via da Política Estadual de Assistência Social, se destina à inserção laboral de famílias e indivíduos que se encontram em situação de pobreza, extrema pobreza e de vulnerabilidade e risco pessoal e/ou social, e que estejam cadastrados no CADÚNICO, por meio da qualificação profissional, com vistas à garantia de acréscimos financeiros que possibilitem melhorias de bem-estar social e econômico. Neste contexto, a presente pesquisa busca responder o seguinte questionamento: Qual o sentido deste Programa de Inclusão Produtiva de governo estar inserido na Secretaria de Desenvolvimento Social e Direitos Humanos (SEDSDH)/Secretaria Executiva de Desenvolvimento e Assistência Social (SEDAS) ao invés de estar na Secretaria de Trabalho, Qualificação e Empreendedorismo (STQE) do estado? O pressuposto inicial é de que o sentido da Inclusão Produtiva no contexto da Política Estadual de Assistência Social de Pernambuco é de manter, mesmo que indiretamente, a condição de pobre/pobreza da superpopulação estagnada, bem como sua condição de beneficiário da assistência social. Em uma abordagem de natureza exploratória e qualitativa do tipo documental, esta pesquisa verifica os fundamentos, diretrizes e objetivos da Inclusão Produtiva na Política de Assistência Social, identifica a Inclusão Produtiva na Política Estadual de Assistência Social e na Política Estadual de Trabalho, Qualificação e Empreendedorismo de Pernambuco, bem como caracteriza a congruência, completude e a compatibilidade entre a Inclusão Produtiva e a Assistência Social. Para tanto, foram analisados os seguintes documentos oficiais norteadores: Constituição Federal; LOAS; Lei do SUAS; PNAS; NOB/SUAS; PEAS; Plano Estadual de Assistência Social (2012-2015); Resoluções, Portarias, Editais, Projetos e Relatórios Consolidados do Programa Pernambuco no Batente e da STQE/PE. Considerando que no presente estudo, a política social é entendida como um produto da relação conflituosa entre Estado e sociedade, que procura atender aos conflitos de interesse das classes, os resultados da pesquisa indicam que embora o Programa Pernambuco no Batente possibilite oportunidades no âmbito da geração de trabalho e renda e ganhos para a superpopulação relativa estagnada, este não é uma alternativa efetiva de superação da condição de vulnerabilidade dos seus beneficiários, e nem tampouco promove a emancipação humana. / This study aims to reveal the meaning of Productive Inclusion in the context of State Policy on Social Assistance at Pernambuco, between the years 2009 to 2014, while government proposal materialized in "Pernambuco no Batente" Program. It is noteworthy that the search of workers for new alternatives of work and to confront structural unemployment and obdurate poverty resulting from the current context, neoliberal, marked by productive restructuring and the globalization / internationalization of capital, have driven the state to promote policies and programs, among which, of Productive Inclusion, both in the field of social welfare, as in the work of field. This, by way of State Policy on Social Assistance, aims to work insertion of families and individuals who are in poverty, extreme poverty and vulnerability and personal risk and / or social, and are registered in CADÚNICO through of professional qualifications, with a view to ensure financial extras that make possible social and economic welfare improvements. In this context, this research seeks to answer the question: What is the meaning of Productive Inclusion Program of government is inserted into the Department of Social Development and Human Rights (SEDSDH) / Executive Secretariat for Development and Social Assistance (SEDAS) instead of being the Secretary of Labor, Training and Entrepreneurship (STQE) of state? The initial assumption is that the meaning of Productive Inclusion in the context of State Policy on Social Assistance Pernambuco is to maintain, even indirectly, the condition of poor / poverty stagnant overpopulation, as well as its status as a recipient of social assistance. In an approach of exploratory and qualitative nature of the document type, this research probes the foundations, guidelines and objectives of the Productive Inclusion in the Social Assistance Policy, identifies the Productive Inclusion in the State Social Assistance Policy and State Working Policy, Qualification and Entrepreneurship of Pernambuco and features the congruence, completeness and compatibility between the Productive Inclusion and Social assistance. Therefore, the following official documents were analyzed: Federal Constitution; LOAS; SUAS; PNAS; NOB/SUAS; PEAS; State Plan for Social Welfare (2012-2015); Resolutions, Ordinances, Notices, Projects and Consolidated Reports of Pernambuco Program at Stop and STQE / PE. Whereas in the present study, social policy is understood as a product of the adversarial relationship between state and society, which seeks to meet the conflicts of interest classes, the survey results indicate that although the "Pernambuco no Batente" Program enables opportunities in generation employment and income and gains for the stagnant relative overpopulation, this is not an effective alternative to overcome the vulnerable condition of its beneficiaries, and neither promotes human emancipation.
