Previous issue date: 2017-12-13 / A pesquisa tem como objetivo apresentar subsídios para a construção de uma política de
informação em uma IFES. Para tanto outros objetivos foram delineados visando alcançar o
intuito pretendido. Inicialmente mapeamos e descrevemos o gerenciamento da informação e
identificamos as principais políticas implementadas na instituição. Em seguida identificamos
e descrevemos o regime de informação, e a partir daí, pudemos verificar a gestão da
informação no que se refere ao cumprimento da Lei de Acesso à Informação, por meio do
diagnóstico da instituição. Quanto à metodologia, trata-se de um estudo exploratório e
descritivo de abordagem qualitativa e tendo como estratégia o estudo de caso. Para tanto
utilizamos diversos outros procedimentos tais como a revisão da literatura sobre políticas de
informação, regime de informação, gestão da informação e políticas públicas de informação
com ênfase na Lei de Acesso à Informação. Realizamos também pesquisa de campo junto aos
principais gestores da área objeto do estudo, por meio de entrevista semi-estruturada,
observação direta não participante, consulta e análise dos documentos e instrumentos
normativos, bem como pesquisa ao web site da instituição. Consultamos ainda os anais do
ENANCIB e ENANPAD dos últimos três anos, bem como revistas especializadas no assunto.
Com isso foi possível concluir que a instituição pesquisada possui uma boa estrutura
regulamentar de gestão da informação, possui um regime próprio de informação, e está
preparada para atender em parte o que determina a LAI. Observamos também que existem
dificuldades que comprometem a instituição de uma política, mas que é necessário, o que
resta claro e evidente no estudo. Existe notoriamente a necessidade de concepção, elaboração
e institucionalização de uma política de informação, que envolva os formuladores das
diretrizes e políticas gerais da instituição, o que não identificamos na pesquisa. / The research aims to provide subsidies for the construction of an information policy in an
IFES. For both other goals have been delineated aiming to achieve the desired intention. We
initially mapped and described the management of information and identified the main
policies implemented in the institution. We then identified and described the information
system, and from there we were able to verify the management of information regarding
compliance with the law of access to information, through the diagnosis of the institution. As
for the methodology, it is an exploratory and descriptive study of qualitative approach and
with the strategy of the case study. We use several other procedures such as the revision of the
literature on information policies, information regime, information management and public
information policies with emphasis on the Information Access Law. We also conducted field
research with the main managers of the area of the study, through the structured interview,
non-participant direct observation, consultation and analysis of the documents and normative
instruments, as well as research to the website of the institution. We also consulted the annals
of ENANCIB and ENANPAD of the last three years, as well as specialized magazines in the
subject. With this it was possible to conclude that the surveyed institution has a good
regulatory framework for information management, has an own information regime, and is
prepared to serve in part what determines the LAI. We also observe that there are difficulties
which compromise the establishment of a policy, but which is necessary, which remains clear
and evident in the study. There is notoriously the need for conception, elaboration and
institutionalization of an information policy, involving the formulations of the general
guidelines and policies of the institution, which we do not identify in the research.
