Previous issue date: 2014 / A globalização tecnológica, a conscientização das pessoas e a da sociedade em geral estão criando um novo olhar no comportamento da sociedade do conhecimento pelo desenvolvimento tecnológico que afeta toda a humanidade. Esta sociedade do conhecimento busca soluções para os problemas do presente, vislumbrando os impactos ambientais que afetam a qualidade de vida, hoje e no futuro das pessoas. A industrialização afeta o planeta com os impactos ambientais nocivos provocados pelas empresas. A gestão ambiental está no limiar do enfrentamento dos desafios da sociedade moderna, que deve estar atenta aos fenômenos destes impactos ambientais de toda ordem na natureza. Aárea da engenharia de produção e operações está inserida nesse contexto para acompanhar a gestão ambiental das empresas, na busca de soluções alternativas para adequar e modificar o processo de produção. Assim a pergunta norteadora desta pesquisa é: Como criar uma escala para mensurar a maturidade do sistema de gestão ambiental de empresas industriais utilizando a Teoria da Resposta ao Item? Objetivo geral:mensurar a maturidade da gestão ambiental de empresas industriais como uso da Teoria da Resposta ao Item. A pesquisa é de natureza bibliográfica, descritiva e exploratória. Quanto à aplicação do tipo survey, apresenta-se como quali-quantitativa. Para mensurar o "traço latente" foi aplicada a Teoria da Resposta ao Item, com o uso do Modelo de Resposta Gradual (MRG) por meio do software multilog, utilizando o modelo de Samegima. Este estudo considerou a evolução dos conceitos do construto teórico sobre a gestão ambiental (GA), sistema de gestão ambiental(SGA), maturidade e ciclo do Plan, Do, Chack, Act (PDCA). O objetivo geral foi cumprido com a apresentação dos resultados na análise e interpretação da escala para a criação dos níveis da "maturidade do SGA" das empresas. As empresas foram agrupadas em seis níveis de"maturidade do SGA". Com a identificação e localização na escala de medida, respondendo para cada nível as perguntas: onde estão, aonde querem chegar e como chegar lá. Os níveis de maturidade criados são: iniciativa reativa (nível: 20), reativa (nível: 30); iniciativa preventiva(nível: 40), preventivas (nível:50); iniciativa proativa (nível: 60) e proativa (nível: 70). Esta classificação em níveis foi realizado com criação da escala de mensuração da "maturidade do SGA" para verificara política ambiental da empresa, considerando o ciclo do PDCA. Quanto à posição das 354 empresas na escala de mensuração da "maturidade do SGA" ficaram distribuídas nos níveis: iniciativa reativa 4,24%; reativa 11,86%; iniciativa preventiva 28,53%; preventiva 25,42%; iniciativa proativa 23,73% e proativa 6,21%. A verificação das práticas e ações ambientais por meio do instrumento de pesquisa e aplicação da medida para mensurar a "maturidade do SGA", identificou a política ambiental das empresas que responderam à pesquisa da Região Sul do Brasil.<br> / Abstract: Technological globalization, the awareness of people and society in general are creating a new look at the behavior of the knowledge society by technological developments that affect all humanity. This knowledge society seeks solutions to the problems of the present, envisioning the environmental impacts that affect quality of life, today and in the future of people. Industrialization affects the planet with harmful environmental impacts of companies. Environmental management is on the verge ofmeeting the challenges of modern society should be attentive to these phenomena environmental impacts of all order in nature. The area of production and operations engineering is inserted in this context to monitor the environmental management of companies, seeking alternative solutions to adapt and modify the production process. So the central question of this research is: how to create a scale to measure the maturity of the environmental management system of manufacturing firms using Item Response Theory? Overall Objective: To measure thematurity of the environmental management of industrial enterprises withthe use of Item Response Theory. The research literature is descriptive and exploratory in nature. Application of survey type, it presents as qualitative and quantitative. To measure the "latent trait" was applied to the Item Response Theory(IRT), using the Graded Response Model(GRM) by multilog software using the model Samegima. This study considered the evolution of the concepts of the theoretical framework on environmental management (EM), environmental management system(EMS), maturity and the Plan, Do, Check, Act (PDCA) cycle. The overallgoal was accomplished with the presentation of the results in the analysis and interpretation of the scale for setting the levels of maturity of the EMS companies. The companies were grouped into six maturity levels of the EMS. With identification localization and the scale of measurement, answering questions for each level: where they are, where they want togo and how to get there. The maturity levels are created: reactive initiative(rank: 20), reactive (rank: 30); preventive initiative (rank: 40), preventive(rank: 50); proactive initiative (rank: 60) and proactive (rank: 70). This classification levelswas performed with creation of the scale of measurement of the maturity of the EMS to verify the company's environmental policy, considering the cycle PDCA. Regarding theposition of the 354 companies on the scale for measuring the maturity of EMS were distributed levels: 4.24% reactive initiative; Reactive 11.86 %; preventive initiative 28.53%; preventive 25.42%; Proactive 23.73% and 6.21% proactive initiative. The verification of practices and environmental initiatives through research instrument and applying themeasure to measure the maturity of the EMS, identified the environmental policy of the companies that responded to the survey of southern Brazil.
