Frente a esse intento, estuda-se como a Educação Infantil desse município se organiza enquanto Rede, bem como se estruturam as políticas de acesso e garantia de direito no seu processo de constituição e concretização. Tomamos como ponto de partida, os estudos de Füllgraf (2001), no que diz respeito às condições de acesso e o direito das crianças pequenas a Educação Infantil pública desse município. Utilizamo-nos na busca de documentos # relatórios, leis, resoluções e portarias # junto a Secretaria Municipal de Educação, referente ao período de 2000 a 2011. Reunimos dados sobre a expansão da rede quanto: o aumento do número de instituições, das matrículas e das listas de espera que expressaram essa expansão ao longo dos anos. Através do Sistema Web, nos debruçamos sobre as fichas de inscrição das crianças a partir de uma amostra estratificada do número de crianças de zero a três anos por ser esse o de maior percentual na lista de espera, com o objetivo de identificar quem eram as crianças que compõem essa lista. A pesquisa foi orientada pela perspectiva do materialismo históricodialético, método que nos ajuda a compreender os fenômenos para além de sua aparência. Mediante análise dos dados apresentados pela Secretaria Municipal de Educação/Diretoria do Observatório da Educação e Apoio ao Educando, constatamos que a expansão da Educação Infantil desse município, pela via de novas instituições, ainda, não garante o acesso à muitas crianças. Os critérios que organizam e definem quem vai efetivar a matrícula e, por consequência, aqueles que comporão a lista de espera são excludentes e violam os direitos preconizados pela Constituição Federal (1988). Ao mesmo tempo, percebe-se que a política de atendimento desse município à Educação Infantil procura dar prioridade ao atendimento às crianças em período integral, bem como os dados analisados a partir das fichas de inscrição das crianças, mostram que esse município está indo ao encontro da Emenda Constitucional 059/2009, pois o maior número de crianças em lista de espera está compreendida na faixa etária de zero a três anos. Concluímos que embora os dados revelem que o atendimento na rede duplicou, que o esforço pela ampliação da oferta é um fato dado, a situação ainda não corresponde à política discutida e desejado pela comunidade educacional. / The object of research of this work consists of understanding and analyzing the demographic partner profile of the children in #list of wait# for ingression in the institutions of public Infantile Education in the Florianópolis city. Front to this intention, is studied as the Infantile Education if it organizes while net, as well as if structuralizes the politics of access and guarantee of right in its process of constitution and concretion. We take as starting point, the studies of Füllgraf (2001), in what it says respect to the conditions of access and the right of the small children the public Infantile Education of this city. We use ourselves in the document search - reports, laws, resolutions and you would carry - City department of referring Education to the period of 2000 the 2011. The criteria that organize and define who go to accomplish the school registration and, for consequence, those that will compose the wait list are exculpatory and violate the rights praised for the Federal Constitution (1988). At the same time, the politics of attendance of this city to the Infantile Education is perceived that search of the priority to the attendance to the children in integral period, as well as the data analyzed from the fiches of registration of the children shows that this city is going to the meeting of Constitutional Emendation 059/2009, therefore the biggest number of children in wait list is understood in the age of zero the three years. We conclude that even so the data disclose that the attendance in the net duplicated, that the effort for the magnifying of offers is a given fact, the situation not yet corresponds to the argued politics and desired for the educational community
