governos municipais. O primeiro se inicia no ano de 2001 e vai até 2008, e o segundo toma posse em 2009. As observações são realizadas até o final do ano de 2011. Utiliza-se a abordagem
neoinstitucionalista para a compreensão do processo e da natureza da mudança, que será identificada na condução e operacionalização de processos licitatórios para aquisição de
medicamentos. As instituições que orientam a realização das compras públicas impactam a vida
social continuamente, visto que elas são o mecanismo que promove transações econômicas entre o governo e as entidades privadas, e que por meio delas, também, são executadas as políticas
públicas. Elege-se o tema da aquisição de medicamentos para a realização da pesquisa. Tais instituições estão em constante processo de mudança. A Lei de Licitações (Lei 8.666/1993, BRASIL,
1993) já sofreu diversas modificações, nos anos de 1994, 1995, 1998, 1999, 2001, 2004, e em todos os anos desde 2005 até 2011. Além dessas modificações, surgiram inovações relativas a novos
procedimentos para a realização das compras públicas, como a Lei do Pregão (Lei 10.520/2002,
2002, BRASIL) e a Lei do Regime Diferenciado de Contratações (Lei 12.462/2011). A mudança institucional das regras formais acima mencionada pode ser acompanhada por mudanças em sua interpretação e em sua efetiva aplicação, situação que se verifica em Brusque, na mudança do governo municipal. O caso de Brusque apresenta elementos relevantes para a análise da mudança
institucional no âmbito governamental, para o debate sobre a institucionalidade das compras públicas no País e para a temática das aquisições públicas de medicamentos. ______________________________________________________________________________ ABSTRACT / This study aims to analyze the process of change in the municipal administration of Brusque regarding public acquisition of medicines during two municipal government terms. The first one goes from 2001
until 2008, and the second one takes office in 2009. The observations are carried out until the end of 2011. The institutionalist approach is used, to lead to the understanding of the process and of the nature of the change, which will be identified in the conduction and operation of the procurement processes for the purchase of medicines. The institutions that guide the conduct for public purchases continually impact the life of the society, since they are a mechanism that promotes economic transactions between the government and the private entities, and also because they are the means
for bringing public policies to fruition. The subject of the acquisition of medicines was chosen for the research. These institutions are in constant process of change. The Lei de Licitações (Law
8,666/1993, BRAZIL, 1993) has suffered several modifications, in 1994, 1995, 1998, 1999, 2001, 2004, and every year from 2005 to 2011. In addition to these modifications, there are innovations in
the procedures for public procurement, such as the Lei do Pregão (Law 10,520/2002, 2002, BRAZIL) and the Lei do Regime Diferenciado de Contratações (Law 12,462/2011). The institutional change of the formal rules mentioned above may be accompanied by changes in their interpretation and
effective application, situation found in Brusque at the time of the coming of the new municipal government. The case of Brusque presents relevant elements for the analysis of institutional change
within the government, for the debate about the institutional framework of the public procurement at national level, and for the subject of public purchases of medicines.
