A pergunta central que orienta essa
análise é: como evoluiu essa rticulação? Para essa pergunta, levanta-se a hipótese de que as políticas externa e de defesa evoluíram por meio de um equilíbrio subótimo. O argumento será
desenvolvido em três etapas: em primeiro lugar, procurar-se-á apresentar considerações teóricas que permitam avaliar o objeto de estudo e investigar os contextos internacional, regional e
nacional do período em tela, justificando a necessidade de convergência entre essas políticas e
estabelecendo um padrão ideal para isso; em segundo lugar, identificar-se-ão os entraves e como eles intervêm na articulação entre as duas políticas; e, por fim, verificar-se-á a articulação entre as duas políticas nos dois principais documento de defesa formulados entre 2003 e 2010, a Política de Defesa Nacional e a Estratégia Nacional de Defesa, e em dois casos práticos, a missão de paz
no Haiti (MINUSTAH) e o Conselho de Defesa Sul-Americano (CDS). Ao final, espera-se constatar a ocorrência do equilíbrio subótimo e propor algumas sugestões, com o objetivo de
melhorar a articulação entre as duas políticas. ______________________________________________________________________________ ABSTRACT / The purpose of this thesis is to analyze the relationship between foreign policy and defense policy during the administration of President Luiz Inacio Lula da Silva. The central question guiding this analysis is: how has this relationship evolved? The answer to this question raises the hypothesis that foreign and defense policies evolved through a suboptimal equilibrium. The argument will be developed in three stages: first, it will present theoretical considerations to assess the object of study and investigate the contexts international, regional and national level in this period, justifying the need for convergence between these policies and establishing a pattern ideal for this; secondly, it will identify barriers and how they intervene in the relationship
between the two policies; and finally, it will evaluate this relationship in the context of two important document, the National Defense Policy and Defense National Strategy, and in two case studies, the UN stabilization mission in Haiti (MINUSTAH) and the South American Defense
Council (SDC). If the hypothesis is correct, the thesis will observe occurrence of suboptimal equilibrium and propose some suggestions in order to improve the link between the two policies.
