Previous issue date: 2006 / O foco do presente trabalho é a cooperação fronteiriça Brasil-Uruguai,
prioritariamente a Nova Agenda para a Cooperação e o Desenvolvimento Fronteiriço. São contemplados assuntos como o contexto histórico que caracteriza a gênese das fronteiras lusoespanholas na América, a Banda Oriental, o contexto geográfico da região, os princípios que norteiam a política externa brasileira e a cooperação fronteiriça. O texto faz uma retrospectiva
histórica da formação da fronteira brasileiro-uruguaia, com ênfase nos tratados que a estabeleceram, descreve os fatores geográficos que a tornam peculiar e apresenta iniciativas referentes à cooperação fronteiriça, tais como os Comitês de Fronteira, as Comissões Binacionais para o Desenvolvimento da Bacia da Lagoa Mirim e da Bacia do Rio Quaraí e a Nova Agenda para a Cooperação e o Desenvolvimento Fronteiriço Brasil-Uruguai. O estudo está dividido em quatro capítulos. Primeiramente, buscamos
apresentar a base teórica para a análise dessa fronteira. A relevância e a peculiaridade dessa fronteira somente se compreende com uma analise minuciosa da historia da região. O acordo
do cidadão fronteiriço é fruto da convivência pacífica e harmoniosa de duas culturas que se mesclam cotidianamente nessas localidades. O capítulo 2 aponta de forma sucinta os acordos, tratados e negociações que possibilitaram essa relação bilateral tão positiva. No terceiro
capítulo abordamos as relações bilaterais Brasil-Uruguai mostrando, mais uma vez, a maneira
benéfica com que a política externa de ambos os lados foi conduzida até que se chegasse na
Nova Agenda de Cooperação. O ultimo capítulo apresenta as questões mais relevantes da
pesquisa. Resultado de pesquisa de fontes primárias, entrevistas e coleta de material in loco, analisamos e discutimos os procedimentos que levaram a adoção da Agenda e do Tratado do Cidadão Fronteiriço. Procedemos também ao exame da eficácia da Agenda e seus desdobramentos, as dificuldades de implementação, entraves jurídicos e econômicos, pauta de
negociação, grupos de trabalho, participação da esfera municipal, estadual e federal nas
discussões, e perspectivas futuras. Inferimos que essa região que por um longo período foi relegada ao esquecimento e serviu apenas para separar duas soberanias, ganha papel de grande relevância no mundo globalizado e essa fronteira viva passa a servir como laboratório para outras fronteiras do Brasil e também de outros países do Cone Sul. _______________________________________________________________________________ ABSTRACT / The focus of the present research is the bordering cooperation Brazil-
Uruguay, mainly the New Agenda for the Cooperation and the Bordering Development.
Subjects such as the historical context that characterizes the genesis of the Portuguese-
Spaniard borders in America, the Eastern Band, the geographic context of the region, the
principles that guide the Brazilian foreign policy and the bordering cooperation are
contemplated in the study. The text presents a historical retrospective of the Brazilian-
Uruguayan border formation, emphasizing the agreements that established this border, it
describes the geographic factors that made this border peculiar and it presents the initiatives
concerning the bordering cooperation, such as the Committees of Border, the Binational
Commissions for the Development of the Lagoa Mirim Basin and the River Quaraí Basin and
the New Agenda for the Brazil-Uruguay Frontier Cooperation and Development.
The study it is divided in four chapters. First of all, we try to present the
theoretical basis for the analysis of this border. The relevance and the peculiarity of this
border can only be understood with a detailed analysis of the history of the region. The
agreement of the bordering citizen is the result of the pacific and harmonious co-existence of
two cultures that daily mixed up in these localities. Chapter 2, succinctly points the
agreements, treats and negotiations that made this positive bilateral relation possible. In the
third chapter we approach the bilateral Brazil-Uruguay relations showing, once more, the
beneficial way with that the external politics of both the sides was lead until it reached the
New Agenda of Cooperation. The last chapter presents the most relevant questions of the
research. As a result of primary sources research, interviews and collection of material in
loco, we analyze and discuss the procedures that lead to the adoption of the Agenda and to the
Treaty of the Bordering Citizen. We also proceed to the examination of the effectiveness of
the Agenda and its unfoldings; the difficulties for its implementation, and the legal and
economic impediments; the guidelines for the negotiation; group work, and, the role of the
municipal, state and federal spheres of power in the discussions and in future perspectives.
We infer that this region that was, for a long period, left aside with the only purpose of
separating two sovereignties, gains a relevant role in the globalized world and this alive
border starts to serve as laboratory for other Brazilian borders and also of other countries of
the South Cone.
