Previous issue date: 2007 / A presente dissertação analisa a participação dos estudantes em duas escolas de Ensino Médio da Rede Pública de Ensino do Distrito Federal. O trabalho compõe um grupo de pesquisas da área de Política e Gestão da Educação Básica da Universidade de Brasília, que tem o propósito de investigar a participação dos diversos segmentos da comunidade escolar na gestão da escola pública. Além de apresentar uma revisão bibliográfica com questões teóricas referentes aos conceitos de Estado, com maior ênfase no Estado Patrimonialista, à democratização da educação no Brasil e no Distrito Federal e à participação estudantil, o trabalho busca verificar de que maneira se concretiza a participação dos discentes nos diversos espaços possíveis de atuação na dinâmica da escola, tais como: Conselho de Classe, Conselho Escolar, Grêmio Estudantil e outros.Verificou-se que a dominação tradicional, na vertente patrimonialista, em maior ou menor grau, se manifesta no cotidiano da escola, interferindo nas ações dos seus diversos atores e influenciando as formas de participação dos estudantes. Também ficou evidenciado que os estudantes possuem baixo grau de autonomia e a participação está mais no campo da execução. Buscou-se usar um olhar dialético ao analisar a participação dos estudantes, que foi classificada em três grupos: a participação autônoma, a participação tutelada e a participação negada. _________________________________________________________________________________________ ABSTRACT / This thesis analyses the participation of students in High Schools of the Rede Pública de Ensino do Distrito Federal [Federal District Public Education Network]. The work entails a series of research in the area of Politics and Basic Education Management of the Universidade de Brasília, which aims at investigating the participation of several sectors of the school community in the management of public schools. In addition to presenting a review of literature with theoretical issues regarding the concepts of State, with larger emphasis on the Patrimonial State; on the democratization of the education in Brazil, in the Distrito Federal; and on the participation of students, this work aims at verifying the participation of the student body in several possible spaces in the school dynamics, such as: the Teachers’ Board Meeting, the School Board, and the Student Union, among others. The research showed that the traditional domination, in the patrimonial mode, in higher or lesser degree, manifests itself in the school’s daily life, interfering with the actions of its several actors and influencing the students’ ways of participation. It was also clear that students have low self-government power, and that participation is stronger in the field of accomplishment of tasks. A dialectical approach was emphasized in the analysis of students’ participation, which was classified in three groups, namely: self-governed participation, supervised participation, and denied participation.
