Previous issue date: 2009-06 / A pesquisa objetiva contribuir para uma maior efetividade do uso sustentável dos recursos naturais do Parque Estadual do Jalapão, no estado Tocantins, por meio da análise comparativa entre os princípios e instrumentos de políticas públicas regulamentadoras da proteção ambiental e promoção do ecoturismo. A região do Jalapão se destaca pela importância na preservação do cerrado e do ecótono entre este e o semiárido, e se projeta como um dos destinos do turismo de natureza-cultural. Ante a relevância ambiental e turística, o parque é palco do conflito entre proteção ambiental e uso dos recursos naturais de unidade de conservação pelo turismo que reflete na gestão do seu território. Este conflito se apoia nas ideologias dos movimentos ambientalistas contemporâneos, preservacionismo e conservacionismo. Compararam-se, para o estudo de caso, o Plano de Uso Público do Parque Estadual do Jalapão e o Plano de Desenvolvimento do Ecoturismo da Região do Jalapão. A estrutura de análise consta da revisão conceitual sobre unidade de conservação e ecoturismo, estabelecendo categorias de análise aplicadas aos princípios e instrumentos, tratados como grupos de análise. Os resultados obtidos demonstram pouca integração entre as políticas públicas de proteção ambiental à categoria parque e à promoção do ecoturismo em seus princípios e instrumentos de regulamentação. De outra forma, demonstra-se que a identificação objetiva e fundamentada conceitualmente, nas divergências entre os instrumentos, cria a possibilidade de interface entre as duas áreas temáticas ambiental e turística - em prol do ordenamento do uso público no Parque Estadual do Jalapão. A metodologia estabelecida mostrou-se eficiente para apontar as divergências entre os instrumentos e possibilitou a construção de uma matriz de avaliação que pode ser aplicada em outros casos, permitindo-se a construção de estratégias de ação, estas não esgotam o assunto, mas abrem caminhos para novas investigações de revisão dos dois instrumentos de promoção da proteção ambiental e uso sustentável do território. _________________________________________________________________________________________________________________ ABSTRACT / The research aims at contributing for a larger effectiveness of the maintainable use of the natural resources of the State Park of Jalapão in the state of Tocantins by a comparative analysis between the beginnings and instruments of public politics that regulates the environmental protection and promotion of the ecotourism. The area of Jalapão stands out for the importance in the preservation of the savannah and of the ecotone between this and the semi-arid, as well as, it is projected as one of the destinies of the nature tourism and cultural. Due to the environmental and tourist relevance, the park is stage of the conflict between environmental protection and use of the natural resources of Conservation Unit for the tourism that contemplates in the administration of its territory. This conflict is supported by the ideologies of the contemporary manifestoes of the environmentalists, "preservationism" and "conservationism." For the case study were compared the Plan of Public Use of the State Park of Jalapão and the Plan of Development of Ecotourism of the Area of Jalapão. The analysis structure consists of the conceptual revision on Conservation Unit and ecotourism establishing applied analysis categories to the beginnings and instruments, treated as analysis groups. The obtained results demonstrate little integration among the public politics of environmental protection for the category park and the promotion of the ecotourism in their beginnings and regulation instruments. On the other hand, it is demonstrated that the identification aims at, and based conceptually on the divergences among the instruments creates the possibility of an interface among the two thematic areas - environmental and touristy - on behalf of the demanding of the public use of the State Park of Jalapão. The established methodology was shown efficient to point the divergences among the instruments and it made possible the construction of a matrix of evaluation that can be applied in other cases allowing the construction of action strategies with much sources on the subject left over, but making ways for new investigations of revision of the two instruments of promotion of the environmental protection and maintainable use of the territory.
