Podem ser considerados o locus da interação urbanização – recursos naturais dentro das grandes cidades, e estão intrínsecos à lógica de conflitos que as caracterizam, exigindo, deste modo, especial atenção quanto à sua gestão. O presente estudo assume como objetivo geral discutir e avaliar a gestão dos parques urbanos localizados no Distrito Federal para indicar parâmetros capazes de revelar a existência e a eficácia das ações implementadas com este objetivo, bem como identificar seus desafios e condicionantes. Para isso, foram traçados como objetivos específicos: (i) Demonstrar a relevância dos parques urbanos para a sustentabilidade das cidades, levantando e descrevendo os parâmetros e critérios considerados relevantes para o estabelecimento e gestão desses espaços; (ii) Caracterizar o contexto urbano e ambiental do Distrito Federal, levantando os principais condicionantes, desafios e tendências encontradas para o estabelecimento da questão ambiental, e consequentemente dos parques urbanos circunscritos em seu território; e (iii) Descrever e avaliar os aspectos normativos, institucionais e administrativos que compõem a lógica da gestão de parques urbanos no Distrito Federal. Norteou o presente estudo, o enfoque dado ao tema pelas principais agendas internacionais – a Agenda 21 e a Agenda Habitat - , bem como as pesquisas acadêmicas que tenham por objetivo traçar diretrizes para a implementação e o manejo de parques em ambientes urbanos, particularmente as que propõem sistemas de indicadores ambientais para caracterizá-los. O enfoque adotado pela pesquisa nos parques urbanos do Distrito Federal demonstrou serem indispensáveis para a sua gestão: a existência de um órgão administrador bem definido e com atribuições claras; a existência de um conselho gestor para cada um dos parques urbanos; a existência de um plano de manejo traçado, também, para cada um deles; o enquadramento do parque em uma nomenclatura adequada; o seu registro cartorial; a definição e publicação de suas poligonais; a existência de seu ato legal de criação que considere o estudo prévio do local para sua instalação e a previsão de infraestrutura, bem como o reconhecimento da posse e existência e fidedignidade da documentação. _______________________________________________________________________________________ ABSTRACT / Urban parks are internationally recognized by the quality of life and status that they provide to the cities. They can also be considered the locus of the interaction between the urbanization and the natural resources in the large cities, and they are inextricably linked to the logic of conflicts that characterize those places. Therefore, their management requires special attention. Considering this, the present study takes, as its general objective, to discuss and evaluate the management of urban parks in the Federal District of Brazil, in order to indicate parameters to measure the existence and the effectiveness of the actions implemented with this goal and to identify their challenges and constraints. The following objectives were delineated to support the general one: (i) to demonstrate the importance of urban parks for the sustainability of cities, raising and describing the parameters and the criteria considered important for the establishment and management of these spaces, (ii) to characterize the urban and environmental context of Federal District, raising the main constraints, challenges and concerns of the establishment of environmental issues and, consequently, of the urban parks located in its territory, and (iii) to describe and evaluate the regulatory, institutional and administrative procedures that comprises the logic of management of urban parks in the Federal District. This study considered the focus given to the subject by main international agendas - the Habitat Agenda and Agenda 21 - as well as academic research that aim to establish guidelines for the implementation and management of parks in urban environments, particularly those that propose environmental indicators systems to characterize them. The Federal District‟s urban parks were adopted as the case study of the present dissertation. It was observed that some key issues should be considered for its management: the existence of a government agency with well defined and clear responsibilities; the existence of a management council for each one of urban parks; the existence of a management plan drawn also to each one of them; the classification of the urban parks in an appropriate nomenclature; its notarized deed; the definition and publication of its polygonal area; the existence of its legal act of creation, that should consider the previous study for its installation and the provision of infrastructure, as well as the recognition of ownership and the existence and reliability of its documentation.
