2010_RicardoMagalhaesDiasCardozo.pdf: 551662 bytes, checksum: d8bb3cdf0c43d2abcc9f2f6ed7c09cf6 (MD5) / A presente pesquisa apresentou como tema o papel do Conselho Diretor na gestão participativa na Educação Profissional e Tecnológica, um estudo realizado a partir do Instituto Federal do Norte de Minas Gerais - campus Salinas. Esse trabalho é um estudo de caso qualitativo. Utilizou-se como instrumento de pesquisa a análise documental, foram realizadas 08 entrevistas com os membros do Conselho Diretor e 03 entrevistas com: Sindicato Nacional dos Servidores de Educação Básica, Profissional e Tecnológica - SINASEFE, Grêmio Estudantil e Diretório Acadêmico do Curso Superior de Tecnologia em Produção de Cachaça. Os resultados revelaram que o Conselho Diretor do IFNMG - campus Salinas, tem procurado desempenhar seu papel como instrumento de gestão participativa, de natureza consultiva, propositiva e deliberativa. No entanto alguns aspectos poderiam ser reestruturados, para uma ação mais efetiva. As reuniões, se abertas à comunidade, permitiriam o entendimento e a participação da relevância desse instrumento. A maneira como as reuniões são organizadas não permitem uma participação que vá além da análise de propostas que já vêm quase prontas. Seria indicado que os conselheiros pudessem atuar nos momentos de formulação e concepção das idéias. Quanto à participação, é indireta. A comunidade para participar tem que ir ao encontro dos conselheiros. Ainda assim, alguns membros admitem que isso não ocorre em muitas situações e a decisão fica restrita a opinião do conselheiro. Existe ainda, uma demanda por um maior número de reuniões e por um tempo maior entre elas e suas convocações, objetivando debate com a comunidade. Fica claro também a percepção da ausência de um canal de divulgação, que possibilitaria a comunidade um maior acesso às informações, que acontece através das resoluções elaboradas pela presidência afixadas em pontos na instituição e atas que ficam restritas a quem procura a direção, onde ficam arquivadas. Enfim, são essas as principais mudanças necessárias analisadas para que o Conselho Diretor cumpra melhor seu papel, no sentido de construir um universo dentro da comunidade de conhecimento e maior participação de suas ações. No momento de reformulação desse educandário, isso seria relevante para constituição de sua função e maior engajamento dos pares representados. _________________________________________________________________________________ ABSTRACT / The present research presented as theme the role of the Managing Council in the group
administration in the Professional and Technological Education, a study accomplished
starting from the Federal Institute of the North of Minas Gerais - campus Salinas. This
work is a study of qualitative case. It was done the instrument of as research the
documental analysis, 08 interviews were accomplished with the members of the Managing
Council and 03 interviews with: National union of the Servers of Basic Education,
Professional and Technological - SINASEFE, Student Union and Academic Directory of
the Superior Course of Technology in Production of “Cachaça”. The results revealed that
the Managing Council of IFNMG - campus Salinas, has been trying to play its part as
instrument of group administration, of advisory nature, propositive and deliberative.
However some aspects could be restructured, for a more effective action. The meetings, if
open to the community, would allow the understanding and the participation of the
relevance of that hudy. The way as the meetings are organized don't allow a participation that goes beyond the analysis of proposals that already come almost ready. It would be indicated that the consultants could act in the moments of formulation and conception of the ideas. With relation to the participation, it is indirect. The community to participate has to go to the consultants' encounter. Nevertheless, some members admit that it doesn't happen in a lot of situations and the decision is restricted the consultant's opinion. It still exists, a demand for a larger number of meetings and for a larger time between them and its summonses, objectifying debate with the community. It is also clear the perception of
the absence of an open channel, that would facilitate the community a larger access to the information, that happens through the resolutions elaborated by the presidency hanged in points in the institution and proceedingses that are restricted to when it seeks the direction, where they are filed. Finally, they are those the main analyzed necessary changes so that the Managing Council executes its role better, in the sense of building an universe of the knowledge inside of the community and larger participation of its actions. In the moment of reformulation of that school, this would be important for constitution of its function and larger contact of the represented pairs.
