2011_FlavioSilvaGonçalves.pdf: 2367714 bytes, checksum: 95b758157aabff26811c0d08ad9834d8 (MD5) / Esta pesquisa analisa como se constituiu o arranjo político-econômico entre a Eletrobras Eletronorte e o governo do Estado do Pará para a implantação do programa NavegaPará ao longo dos anos de 2007 a 2010. Para isso, resgatamos a importância da Internet no século XXI e os limites do atual modelo de telecomunicações brasileiro para a universalização do acesso e a garantia do direito à comunicação. Identificamos que a parceria estabelecida no Pará utilizou de maneira peculiar a infraestrutura das redes de transmissão do sistema elétrico para prestar serviços de telecomunicações com objetivos econômicos e sociais. Tomando como referência a Economia Política da Comunicação, analisamos os interesses que tornaram possível esta parceria no Pará. Neste processo identificamos conflitos de interesses entre a Eletrobras Eletronorte e o governo do Estado, assim como com outras instituições. Rediscutimos o conceito de Estado e destacamos como uma complexa rede de interesses e pressões impactou nas opções dos atores centrais que viabilizaram o programa. Observamos que a infraestrutura da Eletrobras Eletronorte funcionou como uma rede neutra, oferecendo suporte indispensável para outras empresas que ofertam serviços e para o governo do Estado conectar seus órgãos, prefeituras, instituições de ensino e pesquisa e cidadãos. Após a análise, concluímos que no Brasil, infraestruturas de telecomunicações sob o controle de governos podem cumprir um papel fundamental para atender demandas de empresas privadas e, principalmente, garantir os interesses e demandas dos cidadãos em relação ao acesso à Internet no país. _______________________________________________________________________________ ABSTRACT / This research examines how was the political-economic arrangement between the the state government of Pará and Eletrobras Eletronorte to implement the program NavegaPará over the years from 2007 to 2010. For this, redeem the importance of the Internet in the twentyfirst century and the limits of the current Brazilian telecommunications model for universal access and ensure the right to communicate. Identified that the partnership established in Pará used in a peculiar way the infrastructure of the transmission of the electrical system to provide telecommunications services with economic and social objectives. Taking as reference the Political Economy of Communication, we analyzed the interests that have made this partnership in Para this process we identified conflicts between the interests of Eletrobras Eletronorte and state government as well as other institutions. Re-discuss the concept of the state and highlight how a complex network of interests and pressures impacted the choices of the central actors who enabled program. We observed that the infrastructure of Eletrobras Eletronorte functioned as a neutral network providing essential support to other companies that offer services and to connect their state government agencies, municipalities, education and research institutions and citizens. After the analysis we conclude that in Brazil telecommunications infrastructure under the control of governments can fulfill a vital role to meet the demands of private companies telecommunications and especially to ensure the interests and demands of citizens in relation to Internet access in the country.
