O período histórico abordado busca compreender os caminhos das políticas culturais nacionais a partir do período Vargas (1930-1945) até o governo de Luis Inácio Lula da Silva (2003-2010), de maneira a demonstrar a forma como o ultimo, apesar dos discursos contrários, acabaram por aprofundar a dependência da área cultural as orientações mercadológicas, principalmente a partir da criação do Programa Cultura Viva em 2004. A criação desse deve ser pensada ainda a partir da influencia do contexto internacional e do surgimento da Economia Criativa / This paper discusses how the production of cultural goods and services has been understood from its relationship with national cultural policies. The historical period covered seeks to understand the ways of national cultural policies from the Vargas period (1930-1945) to the government of Luis Inacio Lula da Silva (2003-2010), in order to show how the latter, despite the speeches contrary, eventually deepen the dependence of the cultural orientations mercadológicas, mainly from the creation of the Living Culture in 2004. The creation of this should be considered further from the influence of the international context and the emergence of the Creative Economy
