Entre os vários enfoques dados à educação, chama atenção a presença constante da expressão qualidade da educação no discurso de segmentos da Sociedade Civil como o Coned, do Governo Brasileiro e do Banco Mundial. Nesta pesquisa, o objetivo é investigar o discurso do Banco Mundial e do Governo Brasileiro sobre qualidade da educação por meio da análise do Projeto Nordeste e do Fundescola, ambos financiados pelo Bird. Nossa hipótese é de que o discurso da qualidade da educação substitui oficialmente o discurso da democratização da educação, reduzindo as demandas de reivindicações de segmentos educacionais. A metodologia utilizada é a análise do discurso de linha francesa, derivada de Michel Pêcheux e matizada por Michel Foucault. Esta Pesquisa é constituída por quatro capítulos. No primeiro, apresentamos o Projeto Nordeste e o Fundescola e traçamos comentários sobre o Banco Mundial e o Governo Brasileiro na educação. No segundo capítulo enfatizamos a questão da gestão que está presente nos dois projetos, mas com focos diferentes, pois enquanto no Projeto Nordeste é priorizada a gestão das Secretarias de Educação o Fundescola destaca a gestão da escola. No terceiro capítulo, discutimos o termo qualidade da educação conforme o olhar do Banco Mundial, do Governo Brasileiro e de autores que discutem a temática. Por fim, no quarto capítulo analisamos o enunciado qualidade da educação presente no Projeto Nordeste e no Fundescola, com embasamento na análise do discurso. A pesquisa aponta para o fato de que o enunciado qualidade da educação torna-se verdadeiro ao ser proferido por vários sujeitos e partindo de vários lugares. It enters the some approaches given to the education, calls attention the constant presence the expression quality of the education in the speech of segments of the Civil Society as the Coned, of the Brazilian Government and the World Bank. In this research, the objective is to investigate the speech of the World Bank and the Brazilian Government on quality of the education by means of the analysis of the Northeast Project and the Fundescola, both financed by the Bird. Our hypothesis is of that the speech of the quality of the education officially substitutes the speech of the democratization of the education, reducing the demands of claims of educational segments. The used methodology is the analysis of the speech of line French, derivative of Michel Pêcheux and shadied by Michel Foucault. This Research is constituted by four chapters. In the first one, we present the Northeast Project and the Fundescola and trace commentaries on the World Bank and the Brazilian Government in the education. In as the chapter we emphasize the question of the management that is present in the two projects, but with different focus, therefore while in the Northeast Project the Fundescola is prioritized the management of the Secretariats of Education it detaches the management of the school. In the third chapter, we argue the term quality of the in agreement education the look of the World Bank, the Brazilian Government and authors who argue the thematic one. Finally, in the room chapter we analyze the statement quality of the present education in the Northeast Project and the Fundescola, with basement in the analysis of the speech.
