Ao longo dos anos, em meio a avanços e retrocessos, a política de assistência social está conseguindo superar a cultura do favor e do clientelismo que marcam sua trajetória. Entre os avanços estão a aprovação da Política Nacional de Assistência Social (PNAS) em 2004 e do SUAS em 2005. Historicamente, o Serviço Social muito contribuiu para a garantia da política de assistência social, e em Ourinhos isso não foi diferente, haja vista que a implantação e a implementação da assistência social teve e tem a contribuição e o empenho dos/as assistentes sociais. O município locus deste trabalho está localizado na região centro-oeste do Estado de São Paulo, é de grande porte e iniciou a implantação do SUAS logo após a aprovação desse Sistema. Para a compreensão do objeto de estudo foi utilizada a pesquisa bibliográfica e de campo com enfoque qualitativo. Na pesquisa de campo realizou-se análise documental, com base em fontes secundárias, e também foram feitas entrevistas com perguntas semi-estruturadas com 12 assistentes sociais que atuam na SMAS pelo menos desde 2004, ano de aprovação da PNAS/04, e a atual gestora municipal. Cabe ressaltar que a análise não foi linear e privilegiou a busca por elementos que respondessem ao objeto proposto, com respaldo na análise crítica da realidade fundamentada na bibliografia sobre o tema. Constatou-se que apesar dos limites postos pela ideologia neoliberal, a política de assistência social teve avanços e se configura cada vez mais como um espaço privilegiado de atuação para o/a assistente social / This dissertation presents an analysis of the implantation of the Unified System of Social Assistance (SUAS) in Ourinhos/SP and the role of Social Work professionals in this process. Over the years, through advances and setbacks, the social assistance policy is able to overcome a culture of favor and clientelism that mark its trajectory. Among the advances are the approval of National Policy of Social Assistance (PNAS), in 2004, and SUAS, in 2005. Historically, Social Work has contributed to the guarantee of social assistance policy, and in Ourinhos it was no different, given that the implantation and implementation of social assistance had and has the contribution and commitment of social workers. The municipality locus of this work is located in the central-western region of São Paulo state, is large and has started the implantation of SUAS shortly after the adoption of that system. To understand the object of study, bibliographical and field research were used, with qualitative approach. In the field research was carried out document analysis, based on secondary sources, and were also conducted interviews with semistructured questions with 12 Social Workers with some function in SMAS at least since 2004, year of adoption of PNAS/04, and the current city manager. It is worth noting that the analysis was not linear and focused the search for elements that answered the proposed object, with support in the critical analysis of reality based on the literature on the subject. It was found that, despite the limits imposed by neoliberal ideology, the social assistance policy had progress and increasingly presents itself as a privileged space for intervention by Social Workers
