Previous issue date: 2001 / Resumo: A Regulação Médica das Urgências, conhecida desde a França por sua atuação no atendimento pré-hospitalar móvel, vem se estruturando como importante ferramenta na avaliação e implementação do Sistema de Atenção Integral às Urgências no município de Campinas e no restante do país. Sua capacidade em detectar as insuficiências da assistência de maneira ¿sangrante¿, determina sua potencialidade como observatório do sistema e da saúde da população, guiando o planejamento das correções necessárias na oferta de serviços, para que estas possam se adequar progressivamente, a fim de garantir que a população tenha acesso ao recurso mais adequado ao tratamento de sua necessidade, quando acometida por um agravo de urgência. Assim, a regulação médica trabalha pela eqüidade, em suas dimensões vertical e horizontal, zelando pelo respeito ao imperativo da necessidade humana. A Regulação Médica das Urgências, enquanto processo de trabalho relativamente novo em nossa sociedade, enfrenta entraves de ordem estrutural e toda sorte de desafios políticos, cuja superação depende da ação coletiva e integrada dos vários atores sociais envolvidos na promoção da saúde e na assistência aos doentes / Abstract: The Medical Regulation of Urgencies, knonw since France for its performance in the out-of-hospital urgencie care, comes if structuralizing as important tool in the evaluation and implementation of the System of Integral Attention to the Urgencies in the city of Campinas and the remainder of the country. Its capacity in detecting the insufficiences of medical assistance in a ¿bleeding¿ way, determines its potentiality as observatory of the system and of the health of the population, guiding the planning of the necessary corrections in offers of services, so that these can be adjusted gradually, in order to guarantee that the population has access to the more adjusted care to the handling of its necessity, when attack for one injury of urgency. Thus, the medical regulation works for the equity, in its dimensions vertical and horizontal, watching over for the respect to the imperative of the human necessity. The Medical Regulation of the Urgencies, while work process relatively new in our society, faces impediments of structural order and all luck of political challenges, whose overcoming depends on the collective and integrated action of the social actors involved in the promotion of the health and the assistance to the sick people / Mestrado / Mestre em Saude Coletiva
