Previous issue date: 2016-08-10 / This research aims to deal with the credit union regulation and seek economic concept of entry barriers, consisting of difficulties, among them, regulators to act in a particular economic sector.
In the first part of the work is done an analysis of the economic theory of entry barriers with emphasis on regulation in order to identify her reflection in the movement of the Brazilian credit union.
Then analyze the legal history of the credit industry, from the moment that the sector was subject to supervision by the Central Bank, focusing on the period before and after the Federal Constitution of 1998 because it is the foundation of validity of all our current positive legal system.
Search identify in regulating research in the course of normative evolutionary process obstacles to the full development of the cooperative movement as a strategy for social integration by the economic.
Understanding the meaning of the regulation, how it developed and what the current situation of the branch credit regulation. Understanding the historical is able to understand how we got to a certain stage. This is the essence of this research master's work, identify barriers that prevented the cooperative growth in the financial system since the start of monitoring of Brazil's Central Bank in the credit union branch.
In the third part of the research, the current and recent issues to consider resolutions on the credit union from the perspective of economic theory the barrier to entry, identifying the challenges of the new legal reality of the segment.
Finally, an analysis of credit union numbers in Brazil, the participation of the movement in the domestic financial system, mainly from the stabilization of the Brazilian currency, to identify the reflection of regulation in the credit union and its entry in the market, being a practical analysis of how it shows the development of the sector in the face of economic barriers, including, regulation.
Search the main indicators that allow us to analyze the impact of regulation in the cooperative sector, including the number of members, the level of participation of the credit union in the national financial system, the current number of working in cooperatives and the number of post of service to members, among others, numbers that demonstrate the scenario of cooperatives / A presente pesquisa tem o objetivo tratar da regulação do cooperativismo de crédito e buscar o conceito econômico de barreiras de entrada, que consiste nas dificuldades, entre elas, regulatórias para atuar em determinado setor econômico.
Na primeira parte do trabalho é feito uma análise da teoria econômica de barreiras à entrada com ênfase na regulação, buscando identificar seu reflexo no movimento do cooperativismo de crédito brasileiro.
Em seguida, analisar o histórico normativo do ramo crédito, desde o momento em que o setor ficou sujeito à fiscalização do Banco Central, com foco no período antes e pós a Constituição Federal de 1998, por se tratar do fundamento de validade de todo o nosso sistema jurídico positivo vigente.
Busca-se identificar na pesquisa da regulação no decorrer do processo evolutivo normativo os entraves para o pleno desenvolvimento do cooperativismo para inserção social pelo econômico. Compreender o sentido da regulação, como se desenvolveu e qual o cenário atual da normatização do ramo crédito.
Compreender a histórica é poder entender como chegamos a determinado cenário. Essa é a essência do trabalho da presente pesquisa de mestrado, identificar as barreiras que impediram o crescimento do cooperativismo no sistema financeiro nacional, desde o início da fiscalização do Banco Central do Brasil no ramo do cooperativismo de crédito.
Na terceira parte da pesquisa, aborda-se as atuais resoluções sobre o cooperativismo de crédito, sob a ótica da teoria econômica da barreira à entrada, identificando os desafios da nova realidade jurídica do segmento.
Por fim, uma análise dos números do cooperativismo de crédito no Brasil, a participação do movimento no sistema financeiro nacional, principalmente à partir da estabilização da moeda brasileira, para identificar o reflexo da regulação no cooperativismo de crédito e sua entrada no mercado, sendo uma análise prática de como se mostra o desenvolvimento do setor, diante das barreiras econômicas, entre elas, da regulação.
Buscar os principais indicadores que nos permite analisar o impacto da regulação no setor cooperativista, entre eles, o número de associados, o nível de participação do cooperativismo de crédito no sistema financeiro nacional, o número atual de cooperativas em funcionamento, bem como o número de posto de atendimento aos cooperados, entre outros, números que demonstram o cenário das cooperativas.
