Previous issue date: 2018-03-14 / This work concentrates on the federal government's Federal University Restructuring and Expansion Program, implemented by the Federal University of Pelotas, from 2008 to 2012. As a starting point, the paper presents the justifications for its elaboration, the researcher's experience with the theme, the object of the thesis, the relevance of the understanding of education policy as public policy, present as the right of all citizens in the Federal Constitution of 1988 and the national contexts of the emergence of the REUNI Program. In addition, the importance of elaborating this doctoral thesis is justified, since it is often found that policy analysis is restricted to results, showing that these are different from those outlined in policy making. There is a gap in the literature on experiences that address the role of managers who implement national policy at the local level. It should be emphasized that the analysis of public policies has the potential to enhance the correction of their direction. This study aims to analyze the political-administrative contexts that guided the decision-making processes for the implementation of REUNI at UFPEL. The methodological procedures adopted included documentary analysis of the proposal of the Ministry of Education, the proposal for expansion of UFPEL, as well as other regulations, institutional documents and legal frameworks related to the subject; in addition it is based on a qualitative approach using the study method of case. In-depth interviews were carried out with the University Councilors who were part of CONSUN, in the period from 2007 to 2012. The main results are that REUNI made possible an expansion of UFPEL courses, from 47 in 2007 to 104 in 2012, and consequently a diversification in the formatting of undergraduate education, with the creation of technological courses and the strong investment in the area of engineering. The University more than doubled the number of courses and vacancies offered between 2007 and 2012. In 2007, 1967 vacancies were offered and in 2011, 4,264 vacancies were offered. In the decisions of the University Councilors, it was possible to perceive aspects that influenced the deliberations. Among the main factors are the institutional contexts, where the UFPEL scrapping, at the moment of joining the REUNI, had a great impact on the University proposal; the political contexts, since the non inclusion of the departments in the Academic Centers altered the structure of power in these; the administrative contexts, where the issues related to power structures between departments and collegiate were highlighted, since in the Centers the responsibilities of the extinct departments are attributions of the collegiate; personal interests, highlighting the proposals of the Centers that serve the interests of specific groups of servants and the interests of classes, especially the unions ASUFPEL, ADUFPEL and DCE, and the representatives of the teachers (auxiliaries, assistants, associates, associates and holders ). In addition, it can be seen that, despite the UFPEL project's alignment with the Federal Government's project, during the implementation of the program, the proposal was reconfigured from the experiences, possibilities and institutional contexts. With this proposition, it is hoped to contribute with the existing literature by expanding knowledge about the experiences that address bureaucratic processes at the local level, strengthening the culture of analysis in the academic community and enabling the information resulting from the thesis to be used by other similar institutions. / Este trabalho tem como foco o Programa de Reestruturação e Expansão das Universidades Federais, do governo federal, implantado pela Universidade Federal de Pelotas, no período de 2008 a 2012. Como marco inicial, o trabalho apresenta as justificativas para sua elaboração, a experiência do pesquisador com o tema, o objeto da tese, a relevância do entendimento da política de educação como política pública presente como direito de todos os cidadãos na Constituição Federal de 1988 e os contextos nacionais de surgimento do Programa REUNI. Além disso, justifica-se a importância de elaboração desta tese doutoral, por constatar que, muitas vezes, a análise de política fica restrita aos resultados, mostrando que estes são diferentes daqueles traçados na elaboração da política. Verifica-se, uma lacuna na literatura sobre experiências que abordem o papel dos gestores que implementam a política nacional em nível local. Ressalta-se que a análise de políticas públicas tem a capacidade de potencializar a correção dos rumos das mesmas. Este estudo tem como objetivo analisar os contextos político-administrativos que nortearam os processos decisórios para a implantação do REUNI na UFPEL. Os procedimentos metodológicos adotados incluíram análise documental da proposta do Ministério da Educação, da proposta de expansão da UFPEL, bem como as demais normatizações, documentos institucionais e marcos legais referentes à temática, ademais se fundamenta em uma abordagem qualitativa com a utilização do método de estudo de caso. Foram realizadas entrevistas aprofundadas junto aos Conselheiros Universitários que faziam parte do CONSUN, no período de 2007 a 2012. Como principais resultados têm-se que o REUNI possibilitou uma ampliação dos cursos da UFPEL, de 47 em 2007 para 104 em 2012, e consequentemente uma diversificação na formatação do ensino de graduação, com a criação de cursos tecnológicos e o forte investimento na área das engenharias. A Universidade mais que dobrou o número de cursos e vagas ofertadas entre 2007 e 2012. Em 2007, foram ofertas 1967 vagas e, em 2012, foram ofertas 4.264 vagas. Nas decisões dos Conselheiros Universitários, foi possível perceber aspectos que influenciaram as deliberações. Dentre os principais fatores estão os contextos institucionais, onde o sucateamento da UFPEL, no momento da adesão ao REUNI, teve grande impacto na proposta da Universidade; os contextos políticos, pois a não inclusão dos departamentos nos Centros Acadêmicos alterava a estrutura de poder nestes; os contextos administrativos, onde destacaram-se as questões referentes as estruturas de poder entre os departamentos e os colegiados, já que nos Centros as responsabilidades dos extintos departamentos são atribuições dos colegiados; os interesses pessoais, onde se destacam as propostas dos Centros que atendem a interesses de grupos específicos de servidores e os interesses de classes, principalmente dos sindicatos ASUFPEL, ADUFPEL e DCE, e dos representantes dos docentes (auxiliares, assistentes, adjuntos, associados e titulares). Além disso, pode-se constatar que apesar do projeto da UFPEL ter um alinhamento ao projeto do Governo Federal, durante a implementação do programa, a proposta foi reconfigurada a partir das experiências, das possibilidades e dos contextos institucionais. Com esta proposição, espera-se contribuir com a literatura existente ampliando o conhecimento sobre as experiências que abordem os processos burocráticos a nível local, fortalecimento da cultura de análise na comunidade acadêmica e possibilitar que as informações resultantes da tese possam ser utilizadas por outras instituições similares.
