implementation of the National Policy on Solid Waste - PNRS, checking how was the
consolidation of environmental education in the Decade of Education for Sustainable
Development, established by the United Nations between 2005/2014 . The research
identifies as the regulation is located on the National Environmental Education Policy
and the National Policy on Solid Waste in this decade and how the processes that
address these policies are developed. She goes on to examine the guidelines and
objectives of these policies related to environmental issues of each of them and,
therefore, presents the theoretical framework on this issue. The discipline of
Environmental Education and Waste Management are analyzed as indicated in the
Constitution and in the laws that underlie infra. The research is justified by the
importance of the issue, seeking to contribute to the construction of critical
perspectives on the issue of Environmental Education and Waste Management. With
this research we sought to bring important aspects discussion on Environmental
Education and PNRS. It is qualitative research which used methods as bibliographic
and documentary analysis, taking the Constitutional Charter, subsequent legislation
and institutional regulations as sources of study. This line is set to be a documentary
study between the provisions of these policies, as regards the provisions brought by
the United Nations for building sustainable societies in the Decade of Education for
Sustainable Development. The results show significant progress in dealing with
issues of environmental education and waste management, but also the need to
strengthen the Environmental Education Policy and the National Policy on Solid
Waste, and thus modify the current corporate paradigm. For this, the primordiality
defends itself a substantial change in current patterns of consumption and
relationships with the environment and the exemption of waste, being relevant the
role of environmental education in a critical perspective to conclude that this
becomes increasingly essential for the operationalization of the National Solid Waste
Policy / A presente pesquisa apresenta um estudo sobre a importância da Educação
Ambiental para a implementação da Política Nacional de Resíduos Sólidos - PNRS,
verificando como se deu a consolidação da Educação Ambiental na Década da
Educação para o Desenvolvimento Sustentável, fixada pelas Nações Unidas entre
2005/2014. A pesquisa identifica como se situa a regulamentação sobre a Política
Nacional de Educação Ambiental e a Política Nacional de Resíduos Sólidos nessa
Década e como os processos que essas políticas abordam se desenvolvem. Ela
resgata, ainda, as diretrizes e os objetivos destas políticas relacionadas às questões
ambientais de cada uma delas e, para tanto, apresenta referencial teórico sobre este
tema. O disciplinamento da Educação Ambiental e do Gerenciamento de Resíduos
são analisados como indicados na Constituição, bem como, nas legislações
infraconstitucionais que os embasam. A pesquisa justifica-se pela importância do
tema, buscando contribuir para a construção de perspectivas críticas sobre a
questão da Educação Ambiental e o Gerenciamento de Resíduos. Com essa
pesquisa se buscou trazer à discussão importantes aspectos sobre a Educação
Ambiental e a PNRS. Trata-se de pesquisa de cunho qualitativo que utilizou como
métodos a análise bibliográfica e documental, tomando a Carta Constitucional,
legislações subsequentes e regulamentações institucionais como fontes de estudo.
Nesta linha situa-se como sendo um estudo documental entre as disposições das
referidas políticas, no que tange as disposições trazidas pelas Nações Unidas para a
construção de sociedades sustentáveis na Década da Educação para o
Desenvolvimento Sustentável. Os resultados encontrados revelam importantes
avanços no tratamento das questões de Educação Ambiental e do Gerenciamento
de Resíduos, mas também, a necessidade de se fortalecer a Política de Educação
Ambiental e a Política Nacional de Resíduos Sólidos, e assim, modificar o atual
paradigma societário. Para isso, defende-se a primordialidade de uma alteração
substancial dos atuais padrões de consumo e relacionamentos com o meio ambiente
e a dispensa de resíduos, sendo relevante o papel da Educação Ambiental numa
perspectiva crítica para concluir que essa se torna cada vez mais imprescindível
para a operacionalização da Política Nacional de Resíduos Sólidos.
