Previous issue date: 2018-03-06 / Conselho Nacional de Pesquisa e Desenvolvimento Cient?fico e Tecnol?gico - CNPq / The aim of this dissertation is to analyse how the major carioca press (Correio da Manh?, Jornal do Brasil and ?ltima Hora) portrayed the housing areas called favelas (slums) during Getulio Vargas? second government (1951-1954). This work considers that, after 1945, Brazil went through an accelerated process of industrialization and urbanization. However, these processes did not occur spontaneously, but rather were conducted by a strong governamental interventionism. This interventionism brought intense changes into politic, social and economic fields, besides its consequences, not always good ones, which brought up serious questionings. Get?lio Vargas? second government was an important period because it was when the industrialist project was effectively adopted by the brazilian government and the urbanization phenomena grew stronger. When we consider that one of the most important phenomena of this time was the large increasement of the housing areas called favelas, it becomes relevant to analyse how this space formation was portrayed in the press. First, it was in this period that these areas had their larger growth up to that moment, and, moreover, they became the focus of important discussions in different fields of brazilian society (academy, political parties, the press, among others). Second, because the theme itself is controversial: it discusses from its origen, its development, and even how to conceptualize the space. Then, this theme is inserted in what Bourdieu calls symbolic struggle and Chartier calls struggle over representation. Third, because the press is the place where the positions (political ones, for example) are created and spread. Therefore, through the press representations, we are able to study the positioning of these newspapers about: the political, social, and economical changes in this period; the process of industrialization and urbanization in progress; and the public policies to be adopted. Considering that the press has the power of legitimize (or not) ideas, it is possible to notice that the way the favelas are represented can interfere or legitimize political decisions making. This allows to glimpse that the society is trying to constitute itself. For this purpose, the chosen methodology is Content Analysis. / Esta disserta??o objetiva analisar a forma como a grande imprensa carioca (Correio da Manh?, Jornal do Brasil e ?ltima Hora) representou as ?reas habitacionais chamadas favelas durante o Segundo Governo Vargas (1951-1954). A relev?ncia do trabalho se encontra ao considerarmos que, no p?s 1945, o Brasil passou por um acelerado processo de industrializa??o e urbaniza??o. Entretanto, tais processos n?o ocorreram espontaneamente, mas foram conduzidos por forte intervencionismo estatal, o que trouxe intensas transforma??es pol?ticas, sociais e econ?micas, al?m de muitas consequ?ncias, nem todas positivas, o que gerou s?rios questionamentos. O Segundo Governo Vargas foi um per?odo chave, pois ? quando o projeto industrialista passa a ser efetivamente adotado pelo governo brasileiro e o fen?meno da urbaniza??o se acentua. Quando consideramos que um dos fen?menos mais impactantes desse per?odo foi o grande aumento das ?reas habitacionais chamadas de favelas, se torna relevante analisar a forma como este espa?o urbano foi representado nos jornais. Primeiro, porque foi nesse per?odo em que essas ?reas sofreram o seu maior crescimento proporcional at? ent?o e, ademais, tornaram-se foco de interesse e discuss?o pelo poder p?blico, intelectuais, acad?micos, partidos pol?ticos e os grandes jornais. Segundo, pois o tema ? controverso: discute-se desde sua origem, seu incremento e at? como conceituar esse espa?o. Estando assim inserido no que Bourdieu chama de luta simb?lica e Chartier de lutas de representa??o. Terceiro, porque a imprensa, ? o lugar por excel?ncia onde essas tomadas de posi??o s?o criadas/difundidas. Assim, atrav?s das representa??es feitas pelos jornais, podemos estudar os posicionamentos destes peri?dicos sobre: as mudan?as s?cio-pol?ticas-econ?micas vinculadas ao per?odo; o processo de industrializa??o-urbaniza??o em andamento; as pol?ticas p?blicas a serem adotadas. Levando-se em conta o grande poder de legitima??o/deslegitima??o de ideias que os meios de comunica??o possuem, notamos como a forma pela qual a favela ? representada pode interferir ou legitimar tomadas de decis?es pol?ticas, o que possibilita vislumbrar que sociedade est? se querendo formar. Para tal proposta, a metodologia utilizada ? a Analise de Conte?do.
