Previous issue date: 2006 / This work has as objective to analyze practical partner-educative of Nogovernamental-Organizations (NGO) and its interlocution with the public school, focusing relative aspects to the growth of the social participation, in a process that evidences the rescue of the historical fight for the retaken one of the democratization of the society and the education. One is about a study lead in two not governmental organizations of Fortaleza compromised with the defense of the rights of children and adolescents and with performance in the field of the education and the public school. The first one, having as reference the liability of the rights for children and adolescents, it demands of the State public politics, in a position of resistance to the hegemonic educative project. To another one, through the periodical methodology, it develops activities together the professors and pupils, in a complementary action to the school. The perspective is to understand as these entities come answering to the demands of the society, not only demanding and making to be valid constitucional laws, but developing educative actions directed toward the improvement of the education and public education. Having as starting point the transformations social politics and of last the three decades, I argue the performance of the NGOs, in the context of redefinition of the paper of the State and sprouting of the third sector, locating the proceedings of a relation that involves companies, social movements and governmental organizations articulated in a conjucture of actions marked for the dispute of projects politicians. Authenticated in the premise of that the performance of the NGOs elapses of difficulties of the educational system, the results of the research point with respect to a rich learning measured in the processes educative-formatives and the profits gotten pedagogical politicians and in the relation. In its speaks was possible to identify elements that put in evidence the positive contributions of the NGOs in the methodology and improvement of the practical pertaining to school, as well as in the pedagogical learning of proper the NGOs. One became evident, in the schools, the receptivity the work of these organizations that, legitimated socially, they are distinguished in the pertaining to the state of Ceará scene, being pointed as important partners in the set of the fights for the democratization of the education and public education / Este trabalho tem como objetivo analisar práticas sócio-educativas desenvolvidas por ONGs e sua interlocução com a escola pública, focalizando aspectos relativos ao crescimento da participação social e da retomada da democratização da sociedade e da educação.Trata-se de um estudo conduzido em duas organizações não governamentais comprometidas com a defesa dos direitos de crianças e adolescentes e com atuação no campo da educação e da escola pública, de Fortaleza . A primeira, tendo como referência a exigibilidade dos direitos para crianças e adolescentes, reivindica do Estado políticas públicas universalizantes, numa postura de resistência ao projeto educativo hegemônico. A outra, com ações de parceria com o Estado, desenvolve, através da metodologia de jornal, atividades junto a professores e alunos, numa ação complementar à escola. A perspectiva é compreender como essas entidades vêm respondendo às demandas da sociedade, não só reivindicando e fazendo valer direitos constitucionais, mas desenvolvendo ações educativas voltadas para a melhoria da educação e do ensino público cearense. Tendo como ponto de partida as transformações políticas e sociais das últimas três décadas, discuto a atuação das ONGs, no contexto de redefinição do papel do Estado e surgimento do terceiro setor, localizando os trâmites de uma relação que envolve empresas, movimentos sociais e organizações governamentais articulados numa tessitura de ações marcadas pela disputa de projetos políticos. Referendada na premissa de que a atuação das ONGs decorre de dificuldades do sistema educacional, os resultados da pesquisa apontam para um rico aprendizado dimensionado nos processos educativo-formativos e nos ganhos políticos e pedagógicos obtidos na relação. Na fala dos sujeitos foi possível identificar elementos evidenciadores de contribuições positivas das ONGs na metodologia e aprimoramento da prática escolar, bem como no aprendizado pedagógico das próprias ONGs. Tornou-se evidente, nas escolas, a receptividade do trabalho dessas organizações que, legitimadas socialmente, destacam-se no cenário cearense, sendo apontadas como importantes parceiras no conjunto das lutas pela democratização da educação e do ensino público.
