nÃo hà / A descontinuidade administrativa à frequentemente reportada nos meios de
comunicaÃÃo como sendo uma das caracterÃsticas mais marcantes na AdministraÃÃo
PÃblica. A cada transiÃÃo de governo e de seus dirigentes, observam-se
interrupÃÃes de obras, projetos e programas devido à mudanÃa de gestÃo. Assim,
pretende-se com o presente trabalho, analisar a continuidade orÃamentÃria no
Estado do Cearà nas Ãreas de saÃde, educaÃÃo e agricultura na mudanÃa de
governo LÃcio AlcÃntara para o de Cid Gomes. Para este fim, a alternÃncia entre os
dois perÃodos de governo foi analisada, utilizando-se dos valores de empenho
mÃdio, das funÃÃes e subfunÃÃes estatisticamente significantes, atravÃs do mÃtodo
da âDiferenÃa em DiferenÃaâ. Com base nessas informaÃÃes, conclui-se que nÃo
houve uma descontinuidade orÃamentÃria entre o governo de LÃcio AlcÃntara e o de
Cid Gomes, nas Ãreas de saÃde, educaÃÃo e agricultura. / The administrative continuity is often reported in the media as being one of the most
striking features in the Public Administration. With every change of government and
its leaders, are observed interruptions works, projects and programs due to the
change of management. In this sense, it was intended, with this study, analyze the
budget continued in the state of Cearà in health, education and agriculture in
changing government Lucio Alcantara for the Cid Gomes. For this purpose, the
change between the two periods of government was analyzed, using the average
values of commitment, functions and subfunctions statistically significant, through the
"Difference in Difference" method. Based on this information, it is concluded that
there was no budget discontinuity between the government of Lucio AlcÃntara and
the Cid Gomes, in health, education and agriculture.
