nÃo hà / A descontinuidade administrativa à frequentemente reportada nos meios de comunicaÃÃo como sendo uma das caracterÃsticas mais marcantes na AdministraÃÃo PÃblica. A cada transiÃÃo de governo e de seus dirigentes, observam-se interrupÃÃes de obras, projetos e programas devido à mudanÃa de gestÃo. Assim, pretende-se com o presente trabalho, analisar a continuidade orÃamentÃria no Estado do Cearà nas Ãreas de saÃde, educaÃÃo e agricultura na mudanÃa de governo LÃcio AlcÃntara para o de Cid Gomes. Para este fim, a alternÃncia entre os dois perÃodos de governo foi analisada, utilizando-se dos valores de empenho mÃdio, das funÃÃes e subfunÃÃes estatisticamente significantes, atravÃs do mÃtodo da âDiferenÃa em DiferenÃaâ. Com base nessas informaÃÃes, conclui-se que nÃo houve uma descontinuidade orÃamentÃria entre o governo de LÃcio AlcÃntara e o de Cid Gomes, nas Ãreas de saÃde, educaÃÃo e agricultura. / The administrative continuity is often reported in the media as being one of the most striking features in the Public Administration. With every change of government and its leaders, are observed interruptions works, projects and programs due to the change of management. In this sense, it was intended, with this study, analyze the budget continued in the state of Cearà in health, education and agriculture in changing government Lucio Alcantara for the Cid Gomes. For this purpose, the change between the two periods of government was analyzed, using the average values of commitment, functions and subfunctions statistically significant, through the "Difference in Difference" method. Based on this information, it is concluded that there was no budget discontinuity between the government of Lucio AlcÃntara and the Cid Gomes, in health, education and agriculture.

nÃo hà / O presente trabalho tem por objetivo examinar a proporcionalidade da execuÃÃo orÃamentÃria estadual em relaÃÃo à despesa corrente e ao investimento, sujeita à influÃncia do ciclo polÃtico eleitoral no perÃodo de 2001 a 2011. Para tanto, investigou-se a existÃncia do ciclo eleitoral nas variÃveis orÃamentÃrias, tais como: receita total; despesa corrente; e investimento, atravÃs de um modelo economÃtrico com dados montados em painel, adotando o mÃtodo de estimaÃÃo dos momentos generalizados. Os resultados mostraram presenÃa de ciclo polÃtico apenas nas variÃveis da despesa corrente e do investimento. / This study aims to examine the proportionality of the state budget execution with regard to current expenditure and investment subject to the influence of the electoral policy cycle from 2001 to 2011. Therefore, we investigated the existence of the electoral cycle in budget variables, such as total revenues, current expenditure and investment through an econometric model to data assembled panel adopting the estimation method of generalized moments. The results showed the presence of political cycle only in current expenditure variables and investment.

nÃo hà / O presente trabalho promoveu uma anÃlise da eficiÃncia da despesa e do investimento dos governos estaduais a partir de dados anuais da Secretaria do Tesouro Nacional (STN) para os exercÃcios financeiros de 25 unidades federativas do Brasil entre 2009 e 2013. Modelos EconomÃtricos para medidas de eficiÃncia da despesa e do investimento pÃblico foram estimados e os resultados permitiram inferir que a autonomia financeira à o meio para a consecuÃÃo da maior eficiÃncia em termos de execuÃÃo orÃamentÃria estadual. / This paper promoted a spending efficiency analysis and investment of state governments from annual data of the National Treasury Secretariat (STN) for the financial years 25 federal units of Brazil between 2009 and 2013. Econometric Models for efficiency measures spending and public investment was estimated and the result showed that the financial autonomy is the means to achieving greater efficiency in terms of state budget execution.

nÃo hà / Considerando a importÃncia da eficÃcia na gestÃo do OrÃamento PÃblico, objetivou-se verificar o perfil da execuÃÃo orÃamentÃria nas diversas secretarias do governo do Estado do Cearà entre 2008 e 2011, com o intuito de subsidiar os gestores pÃblicos em seu processo de tomada de decisÃo. Dados dos sistemas corporativos da Controladoria e Ouvidoria Geral do Estado, compreendendo os valores autorizados em Lei OrÃamentÃria e empenhados, foram combinados a modelos economÃtricos com dados em painel e quatro diferentes tÃcnicas de estimaÃÃo, para investigar o que se definiu como eficÃcia da execuÃÃo orÃamentÃria de um ÃrgÃo de governo. Os resultados das estimaÃÃes permitem inferir com elevado grau de robustez que: i) a expertise do ÃrgÃo na gestÃo dos recursos determina positivamente a eficÃcia nos exercÃcios subsequentes; ii) o nÃmero de constataÃÃes de auditoria à um obstÃculo à eficÃcia na execuÃÃo dos recursos e iii) a participaÃÃo dos convÃnios nÃo contribui com a elevaÃÃo da eficÃcia na gestÃo dos recursos autorizados Ãs secretarias. Em conjunto, os resultados sugerem que a transferÃncia de tecnologia entre os ÃrgÃos de governo se mostra como a principal estratÃgia a ser seguida pelos gestores pÃblicos estaduais. / Considering the importance of effectiveness management of the public budget, aimed to verify the profile of budget execution in the various departments of the Cearà State Government between 2008 and 2011, in order to subsidize public managers in their decision making process. Data from enterprise systems of the General Comptroller and Ombudsman of Cearà State, including amounts authorized and committed in Budget Law, were combined a econometric models with panel data and four different estimation techniques to investigate what was defined as efficient of budget execution at an organ of government. The estimation results allow us to infer with a high degree of robustness: i) the expertise of the Board in the management of resources positively determines the efficient in subsequent years, ii) the number of audit findings is an obstacle to the efficient enforcement resources and iii) the covenants participation does not contribute to increase the efficient in the management of resources committed to the departments. Together, the results suggest that technology transfer between government bodies shown as the main strategy to be followed by state public managers.
