BOT OPERATE PERFORMANCE STUDY

For years government continues on public works, and
government should also supervise chartered companies. The Build-Operate-Transfer ( BOT ) that government release from are not all profitable industries. However, the questions follow that does BOT suit for each department of the government, especially how does it work for museums, and
could the operations of the project waive from supervision ofthe parliament. BOT model for public museums in Taiwan isstill on trial, and it hard to evaluate its result. Nevertheless,BOT model is an innovative way for operations of publicmuseums. Thus, it is necessary to coordinate the problems with
which public museums confront and to research, to analyze andto suggest.
In this study an educational institute with profitability
and social values has been discussed. The issues are aboutunder current law and financial plans, what responsibility thatpublic sector should take, how private sector should cooperatewith and how to utilize limited resource and initiate new plan.
Hoping the successful experience of this case would be areference for other BOT of cultural and educational industries.
A case study method and in-depth interviews has been usedin this study. The elementary conclusions are as follows:
1. Cultural and educational industries still would be more appropriate to be run by government.
2. If the current type of BOT would not to be changed in the future, the best way to advance organization¡¦s performance is that both public and private sectors better be accordance with the principle of specialization.
3. Increasing the service quality of charged-educational activities will be a key perspective.
4. Department of social education of ministry of education should improve its way of performance measurement on museum of marine biology & aquarium.
