BOT OPERATE PERFORMANCE STUDY

For years government continues on public works, and government should also supervise chartered companies. The Build-Operate-Transfer ( BOT ) that government release from are not all profitable industries. However, the questions follow that does BOT suit for each department of the government, especially how does it work for museums, and could the operations of the project waive from supervision ofthe parliament. BOT model for public museums in Taiwan isstill on trial, and it hard to evaluate its result. Nevertheless,BOT model is an innovative way for operations of publicmuseums. Thus, it is necessary to coordinate the problems with which public museums confront and to research, to analyze andto suggest. In this study an educational institute with profitability and social values has been discussed. The issues are aboutunder current law and financial plans, what responsibility thatpublic sector should take, how private sector should cooperatewith and how to utilize limited resource and initiate new plan. Hoping the successful experience of this case would be areference for other BOT of cultural and educational industries. A case study method and in-depth interviews has been usedin this study. The elementary conclusions are as follows: 1. Cultural and educational industries still would be more appropriate to be run by government. 2. If the current type of BOT would not to be changed in the future, the best way to advance organization¡¦s performance is that both public and private sectors better be accordance with the principle of specialization. 3. Increasing the service quality of charged-educational activities will be a key perspective. 4. Department of social education of ministry of education should improve its way of performance measurement on museum of marine biology & aquarium.

Framework pro implementaci botů pro hru NetHack / NetHack Bot Framework

Previous attempts at implementing bots for the classic roguelike game NetHack have been hindered by many problems related to its complexity and console-based interface. The framework implemented as part of this work solves the problem of interfacing with the game and provides a programmer-friendly API for the Java and Clojure programming languages. It enables programming sophisticated bots using the provided model of the game world, a library of possible actions and utilities for various aspects of the game. The framework uses elements of functional and logic programming and doesn't require modifications of the game. 影響企業價值的關鍵因子 - 以BOT環保服務業為例

個案公司-倫鼎股份有限公司(依政府特許合約而成立的項目公司)為中鼎工程股份有限公司(簡稱中鼎)在事業模式從工程服務轉型至建廠,擁有與運營而成立的公司。因此本研究的主旨乃探討其新事業是否為股東創造價值,背後的價值驅動因子為何,另於新興市場與競爭對手在價值驅動因子的表現有何差異,給予中鼎在成長決策有何參考。 本研究以產業分析及經濟附加價值(EVA)等財務衡量因子為主軸。從財務衡量因子的分析發現個案公司與競爭對手每家公司皆有5%以上的超額報酬率,而影響企業價值的關鍵因子分別來自好的行業(Franchise)與好的管理(Commodity)。個案公司與當地業者的表現 (中國光大)屬於好的行業,其價值驅動因子來自較高的銷售利潤率(>30%)但資本週轉率低 (0.35) 。標竿公司(Veolia) 屬於好的管理, 其價值驅動因子來自較高的資產週轉率(2.17)但銷售利潤低 (<6%) 。從產業分析發現影響企業價值的關鍵因子來自投資者對建廠統包商要具有議價的能耐(涉及建廠成本),本身需具有豐富的產業運營經驗(涉及運營成本與保證產出)與合約管理能力。綜合能力的展現則為產業價值鏈的整合能力。 由於各公司分屬不同階段的成長期 (個案公司最年輕,當地業者次之,標竿公司歷史最久 )可供個案公司的成長獲致如下的啟發 : 1) 來自當地業者的啟示 把握新興市場的機會要加速成長。賺產品定位(環保)與行業差異化( BOT)的錢。 2) 來自標竿公司的啟示 當事業體的發展逐漸擴大與成熟要更加強管理經營效率。

Recombinant protein production potential of South African microalgae

Therapeutic recombinant proteins such as antibodies, hormones, enzymes, and anticoagulants can be used in medicine, for food production, agriculture and bioengineering industries. Recombinant proteins are currently being produced by mammalian, plant, insect and microbial culture systems but microalgae, when used as an expression vector, would offer many benefits over existing methods. These advantages include, lower production costs, faster growth rates, easier culturing, simpler transgenic manipulation as well as modified abilities of transcription and translation. South Africa boasts one of the most bio-diverse regions globally, with tremendous species richness in freshwater eco-systems with the potential of commercially desired, novel microalgae species. To investigate the feasibility of establishing microalgal biotechnology in South Africa, the model green microalgae species, Chlamydomonas reinhardtii was transformed under available conditions. Furthermore, five hundred microalgal isolates previously collected across South Africa and recorded as part of the Microalgae Culture Collection held at the Council for Scientific and Industrial Research (CSIR), were bio-prospected for their growth potential. First a gene encoding the Chlamydomonas codon optimised green fluorescent protein (CrGFP) was cloned into a pChlamy4 vector under the control of the chimeric Hsp70A-rbcS2 promoter and selected for with a bleomycin resistant gene, she ble. The verified plasmid was then electro-transformed into the nuclear region of two C. reinhardtii strains CC-125 and CC-400. The microalgae transformants were assessed at the DNA level by PCR and further at the CrGFP protein production level by fluorescence spectrophotometry. From the Microalgae Culture Collection Database, forty isolates were chosen microscopically based on whether they are unicellular, non-colonial, with large or many chloroplasts and a thin cell wall. The isolates underwent a growth curve analysis and those with the best growth rates were then directly compared to C. reinhardtii spp. under phototrophic and mixotrophic growth conditions. These isolates were then identified by Sanger sequencing of the 18S rRNA region. Results indicated successful insertion of the Crgfp transgene with detectable levels of CrGFP fluorescence above autofluorescence for all transformed C. reinhardtii colonies. In order of the greatest growth potential, microalgae with high growth rates were identified as C. sorokiniana, Chlorella sp., C. vulgaris, T. obliquus, T. dimorphus and R. subcapitata species. In this study, the South African Chlorella spp. isolates had a greater growth rate in both phototrophic and mixotrophic medium than the C. reinhardtii controls. BotFlowMon: Identify Social Bot Traffic With NetFlow and Machine Learning

With the rapid development of online social networks (OSN), maintaining the security of social media ecosystems becomes dramatically important for public. Among all the security threats in OSN, malicious social bot is the most common risk factor. This paper puts forward a detection method called BotFlowMon that only utilize NetFlow data to identify OSN bot traffic. The detection procedure takes the raw NetFlow data as input and use DBSCAN algorithm to aggregate related flows into transaction level data. Then a special data fusion technique along with a visualization method are proposed to extract features, normalize values and help analyzing flows. A new clustering algorithm called Clustering Based on Density Sort and Valley Point Competition is also designed to subdivide transactions into basic operations. After the above preprocessing steps, some classic machine learning algorithms are applied to construct the classification model. / 2020-09-06

Abstract Over the last decade, business and industry in Taiwan have been growing rapidly, but increasing amount of the wastes has relatively been created by people for various reasons. Thus, with the rapid growth of the wastes and the snowballing difficulty of getting place for landfill, incineration without doubt has become the way that wears best to solve such annoyed problem. Furthermore, the issue of waste disposal is now the most important problem to cope with for our government. Owing to the shortage of budget, our government allowed the private sectors to invest in the BOT projects of incinerator to meet and satisfy the growing needs of handling the increasing amount of garbage. According to the result of our research, the BOT projects operated by private companies are very successful, and receive positive responses in terms of reducing the expenses and costs, compared to our government¡¦s factories. Financial Decision-Making Models and Royalty Models for BOT Projects

In recent years, the Build-Operate-Transfer (BOT) project has become a widespread mode for infrastructure construction. The BOT project is promoted to alleviate the government financial pressure and lead in efficiency of the private sector. There were a lot of large constructions to adopt BOT model, such as Taiwan High Speed Rail, Kaohsiung Rapid Transit System, and so forth. Self-liquidating ratio (SLR) is one of the most important indicators in evaluating a BOT project. Since the cash flow structures are different between BOT projects and projects financed solely by government, the original SLR formula is not perfectly suitable. Therefore, this study revises the SLR formula, and tries to use the new definition to construct a financial-decision model for the government and concession company. When the government administration and the concession company negotiate a concession agreement, they have to determine the investment proportion and royalty. However, traditional evaluation model, such as Net-Present Value Method, Internal Rate of Return Method, are rarely focus on the theme. As a result, there is not a appropriate standard to use. This study combines cash flow concept and linear programming method to construct financial-decision models for both sides. We expect to look for a bargain space of investment proportion and royalty. With the bargain space, the participants of BOT project can make a better investment decision, and reduce the wrong policy which may lead the waste of social resources.
