El sector manufacturero se está recuperando lentamente con respecto a los años anteriores con tendencia al alza. En ese escenario se debe optimizar los recursos de la empresa para lograr que sea cada vez más competitiva, disminuyendo el time to market e identificando los proyectos que contribuyen en mayor medida a sus objetivos estratégicos.
En estos últimos dos años, la empresa considerada para este trabajo, está teniendo un gran crecimiento debido a la adquisición de nuevos negocios y la diversificación de los actuales. Adicionalmente el Directorio está impulsando la automatización de los procesos y la incorporación de conceptos de transformación digital. Por estas razones, se ha producido un incremento en el número de proyectos que recibe el área de Sistemas teniendo como consecuencia la entrega de proyectos fuera del plazo y alcance comprometido. Otra consecuencia es la ejecución de proyectos que no agregan valor a la empresa porque no han seguido una priorización adecuada.
Ante esta situación se busca mejorar el nivel de madurez del área para que se convierta en un aliado estratégico de la empresa.
En el capítulo I, se presenta el marco teórico donde se describe la situación del sector y conceptos de gestión de proyectos, portafolios y PMO. También se incorpora información respecto a la gestión del cambio.
En el capítulo II, se presenta la situación actual de la empresa y del área de Sistemas. Se evalúa el nivel de madurez del área en gestión de proyectos y la justificación cualitativa y cuantitativa que sustenta la propuesta.
En el capítulo III, se presenta la propuesta de valor en la cual se sustenta el tipo de PMO que se propone para el área, así como el diseño de las funciones, procesos y marco metodológico que tendrá. Adicionalmente se define el plan de despliegue y el análisis costo beneficio de la propuesta. / The manufacturing sector is slowly recovering from the previous years with an upward trend. Under this scenario, company resources should be optimized in order to become increasing competitive, reducing time to market and identifying projects that contribute the most to their strategic objectives.
Over the last two years, the company considered for this work is having a high growth due to the acquisition of new businesses and diversification of the current ones. Additionally, the Board of Directors is supporting the automation of processes and incorporation of digital transformation concepts. For these reasons, there has been an increase in the number of projects received by the Systems area, resulting in the delivery of projects outside of the deadline and committed scope. Another consequence is the execution of projects that do not add value to the company since they have not followed a proper prioritization.
In this situation, the aim is to improve the maturity level in the area to become a strategic ally to the company.
This chapter I presents the theoretical framework, describing the situation in the sector and the project management, portfolios and PMO concepts. It also includes information regarding change management.
Chapter II presents the current situation of the company and the Systems area. Maturity level of the area on project management and qualitative and quantitative justification behind the proposal are assessed.
Chapter III presents the value proposal on which the type of PMO proposed for the area is based, as well as its design of functions, processes and methodology framework. Additionally, the deployment plan and cost-benefit analysis of the proposal are defined. / Tesis
