El planeamiento estratégico para el departamento de Junín se ha realizado pensando en
direccionar esta región hasta convertirla en un futuro polo de desarrollo de la zona central del
país, por medio de las estrategias creadas (mejorando la calidad de vida de sus habitantes,
mejorando los servicios de educación y salud, y reduciendo los índices de pobreza y extrema
pobreza), y, por consiguiente, posicionarla como uno de los departamentos más competitivos,
sustentado en un territorio rico en recursos naturales y una posición central estratégica. El
departamento de Junín fue creado mediante Decreto Supremo del 13 de septiembre de 1825,
por el Consejo de Gobierno del Perú, presidido por don Hipólito Unanue, como
reconocimiento al histórico esfuerzo llevado a cabo en las legendarias pampas de Junín.
La realización de este trabajo está basado en el modelo secuencial del proceso
estratégico, desarrollado por el Dr. Fernando D’Alessio, director de CENTRUM Católica, y,
luego de un análisis de la situación actual, de la evaluación externa, interna y de los intereses
del departamento, con una visión proyectada al año 2024, se establecieron nueve objetivos de
largo plazo (OLP) que están ligados a las dimensiones básicas del desarrollo humano; en el
desarrollo del proceso estratégico y la evaluación de las matrices, se identificaron ocho
estrategias retenidas; para el proceso de implementación estratégica, se establecieron 45
objetivos de corto plazo (OCP) y nueve políticas, que ayudarán a alcanzar los OCP.
En resumen, el departamento de Junín cuenta con ventajas competitivas por explotar,
así como un buen potencial minero, turístico y agroindustrial, que, unido al esfuerzo conjunto
de sus autoridades, habitantes y de sus instituciones, lograrán alcanzar la visión establecida,
respondiendo de esta manera al anhelo de sus pobladores. / The strategic planning for the department of Junín has been carried out with the
intention of directing this region until it becomes a future development pole of the central
zone of the country, through the created strategies (improving the quality of life of its
inhabitants, improving education and health services, and reducing the poverty and extreme
poverty rates), and, consequently, positioning it as one of the most competitive departments,
based on a territory rich in natural resources and a strategic central position. The department
of Junín was created by Supreme Decree of September 13th, 1825, by the Governing Council
of Peru, presided by Mr. Hipólito Unanue, in recognition of the historic effort carried out in
the legendary pampas of Junín.
The realization of this work is based on the sequential model of the strategic process,
developed by Dr. Fernando D’Alessio, director of CENTRUM Católica, and, after an analysis
of the current situation, of the external, internal and external evaluation, and the department’s
interests, with a vision projected to the year 2024, established nine long-term objectives
(OLP) that are linked to the basic dimensions of human development; in the development of
the strategic process and the evaluation of the matrices, eight retained strategies were
identified; for the strategic implementation process, 45 short-term objectives (OCP) and nine
policies were established, which will help to reach the OCP.
In summary, the department of Junín has competitive advantages to exploit, as well as
a good mining, tourism and agroindustrial potential, which, together with the joint effort of its
authorities, inhabitants and institutions, will achieve the established vision, responding in this
way to the longing of its inhabitants. / Tesis
