Hoy en día, el incremento de las emisiones de carbono a la atmósfera está trayendo como consecuencia el recrudecimiento del efecto invernadero en el planeta, siendo el petróleo uno de los principales causantes de este fenómeno. Este problema impulsa a los países a buscar nuevas fuentes de energías renovables y limpias, como los biocombustibles, entre muchas otras.
Dentro de este contexto, en el Perú, surge la industria del biodiesel, la que como muchas otras industrias nacientes, es susceptible a crecer en forma desordenada y sin un rumbo definido. Estas razones han propiciado el presente trabajo de investigación que comprende el desarrollo de un análisis estratégico de la industria del biodiesel en el Perú, con la finalidad de desarrollar una guía y fuente de información para las empresas que se decidan a incursionar en la producción de biodiesel, y a las instituciones del Estado que estén involucradas con la promoción y desarrollo de esta industria.
El análisis de la industria del biodiesel describe las características técnicas del diesel y del biodiesel, y los insumos y las materias primas que se pueden utilizar en el proceso productivo. Asimismo, se evalúa el entorno interno y externo de la industria del biodiesel, concluyendo que uno de los problemas principales de esta industria es la falta de una materia prima oleaginosa de origen nacional, en el corto plazo.
Adicionalmente, se concluye que la industria del biodiesel es un negocio fundamentalmente de origen agrícola, por lo que se recomienda utilizar estrategias de integración vertical a fin de manejar los costos de la materia prima y ser menos vulnerable a las fluctuaciones de los precios internacionales del aceite vegetal.
El trabajo incluye además el análisis de la más reciente reglamentación sobre el
consumo de biodiesel, vigente a partir del 01 de enero del 2009, de la que se concluye
que sólo se podrá cumplir con los plazos y porcentajes de mezcla estipulados en la disposición, si se importa la materia prima principal que es el aceite.
Se espera que las conclusiones y recomendaciones emanadas del presente trabajo de investigación, contribuyan al crecimiento ordenado de la industria del biodiesel en el Perú, la cual a opinión de los autores de esta tesis, es de suma importancia para ayudar a revertir el grave problema del medio ambiente y poder acelerar el crecimiento de la economía del país. / Nowadays, the carbon emissions increasement in the atmosphere is causing the worsening of the greenhouse effect in the planet, being petroleum one of the main causes of this phenomenon. This climate problem impels countries to look for new renewable and clean energy sources, such as biodiesel, among many others.
In this context, in Perú rises the biodiesel industry which, like many other raising industries, is susceptible to grow in a chaotic way without a defined course. These characteristics have fostered the present research work which comprises the development of a strategic analysis on the industry of biodiesel in Peru aiming to be a guide and source of information for companies planning to enter the industry and for governmental institutions involved in the promotion and the development of this industry.
The analysis of the biodiesel industry describes the technical characteristics of petroleum diesel and biodiesel, and the raw materials and inputs used in the production process. Also, the internal and external surroundings of the biodiesel industry are evaluated, concluding that one of the main problems of this industry is the lack, in the short term, of an oily raw material of national origin.
Additionally, it is concluded that the industry of the biodiesel is a business whose origin is fundamentally agricultural. In this way, the use of vertical integration strategies is recommended, in order to handle raw materials costs and to be less vulnerable to fluctuations of the international prices of vegetal oil.
Moreover, this work includes the analysis to the most recently approved regulation on the consumption of biodiesel, to be put in action on January 1st, 2009, which determines that the terms and the stipulated percentage of mixture. The study concludes that these stipulations would only be fulfilled if the main raw material, the oil, is imported.
It is expected that the conclusions and recommendations derived from the study will contribute to the organized growth of the biodiesel industry in Peru, which is considered by the authors of extreme importance to help revert the serious environmental problem and to accelerate the economic growth of the country. / Tesis
