El presente estudio tiene como fin la elaboración de un plan estratégico que sirva
como una alternativa para la provincia de Santa Cruz, Cajamarca, para enrumbarse hacia la
consecución de objetivos de largo plazo, teniendo como horizonte de desarrollo, el año 2027.
Ello involucra una mejora sustancial de las actividades económicas, utilizando herramientas
como el planeamiento territorial y la prospección de las principales fuentes de desarrollo
local y regional. La presente tesis empleó el Modelo Secuencial de Planeamiento Estratégico
elaborado por el profesor D’Alessio.
En la provincia de Santa Cruz existe una creciente demanda de proyectos de
desarrollo. A pesar de crearse políticas de Estado orientadas a fomentar su implementación,
no es posible ubicarla en el lugar expectante que se merece para tener la oportunidad de
lograr el desarrollo sostenible. Frente a esta situación se requiere fortalecer las capacidades de
los gobiernos provinciales, con el fin de brindarle mayores y mejores herramientas de gestión
que les permitan, de una vez, proyectar el progreso de la provincia en un marco de
modernidad y sostenibilidad.
Los resultados obtenidos indican que, a pesar de las adversidades del entorno, Santa
Cruz cuenta con el suficiente potencial para ser una provincia bastante competitiva y capaz de
brindar bienestar a sus habitantes. Para ello, requiere seguir un proceso estratégico que
agregará valor a sus ventajas comparativas, transformándolas en ventajas competitivas / The purpose of this study is to elaborate a strategic plan that will serve as an
alternative for the Province of Santa Cruz, Cajamarca, in order to achieve long - term
objectives, with a development horizon for the year 2027. This involves substantial
improvement of economic activities using tools such as: territorial planning and main sources
prospecting of local and regional development. To develop this study, the Strategic Planning
sequential model of Professor D’Alessio was used.
The province of Santa Cruz is part of the Cajamarca Region where there is a need for
development and implementation of projects. Despite the creation of state policies aimed to
promote their implementation, it is not possible to locate this province in the expectant place
where it deserves to have the opportunity to contribute to the sustainable development of the
region. Facing this situation, it is necessary to strengthen the capacities of the Provincial
governments, in order to provide them with greater and better management tools that allow
them to project the progress of the Province in a framework of modernity and sustainability.
The results indicate that, the Province of Santa Cruz, Cajamarca has the potential to be
a very competitive province and able to provide well-being to its inhabitants / Tesis
