El presente proyecto tiene como finalidad efectuar un estudio del proceso de
planificación de las operaciones policiales de control del orden público durante la
conflictividad social, respondiendo a la necesidad de optimizar los servicios del
Estado para hacer frente a la necesidad pública de mantenimiento, control y
restablecimiento del orden social a través de la Policía Nacional del Perú [PNP],
habiéndose identificado el problema: “Ausencia de costeo en los planes de
operaciones policiales de control del orden público durante los conflictos sociales,
período 2019”.
El primer capítulo define y describe el problema partiendo del estudio de los
conflictos sociales y la participación de la PNP, a través del flujo de la cadena de
valor resumida en insumos, procesos, productos y resultados, desarrollando el
marco conceptual del problema como orden público, plan de operaciones y
presencia policial en la zona de conflictividad social.
El segundo capítulo establece la causalidad del problema mediante el árbol
de causas y efectos, determinándose las siguientes causas: 1) Ausencia de marco
legal institucional que exija el costeo de las operaciones policiales; 2) Falta de
catalogación de costos para uso y desgaste de recursos logísticos; 3) Carencia de un
sistema informático que establezca costo general y específico de los recursos humanos y
logísticos a utilizar en el operativo policial, y 4) Planificación no expresada en el
presupuesto.
En el tercer capítulo se diseña el prototipo final, devenido de la causa
elegida: “Carencia de un sistema informático que establezca costo general y
específico de los recursos humanos y logísticos a utilizar en el operativo policial”,
establecida mediante la técnica “design thinking” y mejorada con el feedback, lo
cual permite incrementar las capacidades del personal de las oficinas de
planeamiento operativo de las macrorregiones, regiones y frentes policiales, al
dotarlos de una herramienta que optimice el planeamiento de las operaciones y
contribuya al éxito misional. / The purpose of this project is to carry out a study of the planning process of
police operations to control public order during social unrest, responding to the need
to optimize State services to face the public need for maintenance, control and
restoration of social order through the National Police of Peru [PNP], having
identified the problem: "Lack of costing in the plans of police operations to control
public order during social conflicts, period 2019".
The first chapter defines and describes the problem based on the study of
social conflicts and the participation of the PNP, through the flow of the value chain
summarized in inputs, processes, products and results, developing the conceptual
framework of the problem as public order, operations plan and police presence in
the area of social conflict.
The second chapter establishes the causality of the problem through the tree
of causes and effects, determining the following causes: 1) Absence of institutional
legal framework that requires the costing of police operations; 2) Lack of cataloging
of costs for use and wear of logistical resources; 3) Lack of a computer system that
establishes the general and specific cost of the human and logistical resources to
be used in the police operation; and 4) Planning not expressed in the budget.
In the third chapter, the final prototype is designed, resulting from the chosen
cause: "Lack of a computer system that establishes general and specific cost of
human and logistical resources to be used in the police operation", established by
means of the "design thinking" technique. and improved with feedback, which allows
increasing the capacities of the personnel of the operational planning offices of the
macro-regions, regions and police fronts, by providing them with a tool that
optimizes the planning of operations and contributes to missionary success.
