Con esta tesis doctoral se plantean diversas preguntas de investigación con la intención de contribuir al análisis empírico y a la reflexión teórica sobre las políticas de televisión promovidas por la Generalitat en las tres primeras legislaturas de gobierno del Partido Popular (1995-2007): ¿Qué políticas se han desarrollado con respecto a RTVV y las implicaciones que se han derivado de ellas?; ¿qué políticas se han llevado a cabo con respecto a la implantación de la televisión digital terrestre (ámbito autonómico y local) y sus resultados?; ¿qué políticas se han realizado con respecto a las redes de cable?; ¿cuál ha sido su actuación en relación con la reciprocidad de las emisiones de Radiotelevisión Valenciana con otras televisiones autonómicas y sus consecuencias?; ¿qué medidas ha impulsado el Consell en relación con el centro territorial de Radiotelevisión Española en la comunidad y qué implicaron?; y en un plano más normativo, por un lado, ¿cuáles son las determinaciones de la ley del Sector Audiovisual en relación con la televisión y, por otro, ¿cuáles son los puntos esenciales del proceso autonómico y, particularmente, de la asunción de competencias en materia de comunicación en la Comunidad Valenciana?. Con carácter general, también identificaron ejes vertebradores de estas políticas de la Generalitat. / The propose of this thesis is to pose several questions with the intention of contributing to the observational analysis and theoretical reflection on the policies promoted by the Generalitat Valenciana in the first three legislation of People´s Party Goverment (1995-2007): Which policies have been developed with respect to "RTVV" and the implications derived from them?; Which policies have been executed with respect to the introduction of digital terrestrial television (regional and local areas) and their results?; What policies have been made with reference to cable networks?; What has been the result in relation to exchanges between "RTVV" transmissions with other regional televisions and the implications? What actions have driven the “Consell” in relation to the territorial center of "RTVE" (Spanish Radio and Television Corporation) in this county andtheir effects?; and in a normative level, first, what are the points of the Audiovisual Law regarding television and, secondly, what are the essential points in the autonomy process and particularly what powers are acknowledged regarding communication in Valencian Community?. In general, we also identified key points of these policies of the Generalitat Valenciana.
