<p>Informationsteknik används idag i stor utsträckning för att sprida information och även våra myndigheter publicerar alltmer information på sina webbplatser. Människor förväntas vara självständiga och kapabla att på egen hand finna den information de behöver, men faktum är att information på dessa webbplatser kan vara otillgänglig för vissa användargrupper. Omkring en fjärdedel av den vuxna befolkningen i Sverige har lässvårigheter och det är inte självklart att de kan läsa och förstå det som är skrivet på myndigheternas webbplatser.</p><p>Syftet med denna uppsats är att studera om informationen på svenska kommuners webbplatser kan anses tillgänglig för personer med lässvårigheter. Vidare utreds även vilka åtgärder som kan vidtas för att åtgärda brister i denna typ av tillgänglighetsanpassning, samt vilken information på kommunernas webbplatser som är mest relevant att göra tillgänglig för personer med lässvårigheter genom översättning till lättläst svenska. Detta har gjorts genom att undersöka hur väl informationen motsvarar rekommendationerna för lättläst svenska och WCAG 1.0 riktlinje 14. Därutöver har enkätundersökningar med en användargrupp samt webbansvariga på kommunerna genomförts.</p><p>Resultatet av undersökningen visar att webbplatserna har allvarliga och ofta förekommande brister i denna typ av tllgänglighetsanpassning. Delvis är anpassningen god, men många brister finns och därför kan informationen på svenska kommuners webbplatser inte anses tillgänglig för personer med lässvårigheter. Det finns emellertid ett antal åtgärder som är kan vidtas för att förbättra tillgängligheten. Dock har inga slutledningar kunnat göras angående vilken information som är mest relevant att översätta till lättläst svenska. Utifrån resultatet kan endast fastställas att någon typ av tillgänglighetsanpassning av informationen bör göras för att underlätta för användare med lässvårigheter.</p> / <p>Today, information technology is to a great degree used to provide information and also our public authorities publish more and more information on their web sites. People are expected to be independent and capable to find the information they need on their own, but in reality much of the information on these web sites can be inaccessible for some user groups. Approximately one fourth of the adult Swedish population has reading disabilities and it is not a matter of course that they can read and understand what is written on the public authorities’ web sites.</p><p>The purpose of this paper is to study if the information available on Swedish municipalities’ web sites can be considered accessible for persons with reading disabilities. Furthermore will be investigated what actions can be taken to deal with any insufficiencies in this kind of accessibility adaptation. Also, this paper will analyze what pieces of information on Swedish municipalities’ web sites is the most important to make accessible to persons with reading disabilities by translation into easy-to-read Swedish. This has been done by investigating to what extent the information on these web sites complies with the recommendations for easy-to-read Swedish and WCAG 1.0 guideline 14. In addition to that, surveys with a user group and with those responsible for the municipalities’ web sites were carried out.</p><p>The result of this study shows that these web sites have serious and frequently occurring insufficiencies in this kind of accessibility adaptation. In places the adaptation is good, but there are many shortcomings and consequently the information on Swedish municipalities’ web sites cannot be regarded as accessible for persons with reading disabilities. There are however a number of actions that can be taken in order to improve the accessibility. It has not been possible to make any conclusions regarding what pieces of information that is most important to translate into easy-to-read Swedish. Based on the findings in this study can only be established that some sort of accessibility adaptation of the information should be made in order to facilitate for persons with reading disabilities.</p>
