En undersökning genomförd av Statskontoret, 2005, visar att webbanvändare har önskemål om att lättare hitta information på offentlig sektors webbplatser. Den här uppsatsen syftar till att undersöka hur kommunala webbplatser kan förbättras så att användarna lättare kan hitta den information de söker. Enligt teorier hämtade från området för webbdesign och användbarhet påverkar aspekterna struktur, navigation, design samt text och etikettering möjligheten att hitta på webbplatser. En studie av nio kommunala webbplatser visar att de förevisade teorierna efterföljs i viss mån och i olika utsträckning av de olika kommunerna. Främst förekommer brister inom områdena struktur samt text och etikettering. Innehållet på de kommunala webbplatserna tenderar att struktureras och etiketteras utifrån verksamhetens perspektiv snarare än besökarens. En slutsats lyder således: för att kommunala webbplatser ska bli mer lättnavigerade bör de i högre grad utformas utifrån ett användarperspektiv. En kompetent skötsel av kommunala webbplatser föreslås också som nödvändigt då kravet på användbarhet och funktionalitet ökar i takt med att webbplatsens betydelse för den kommunala verksamheten ökar. / A study by Statskontoret in 2005 shows that Internet users would prefer if it was easier to find information on public sector websites. The aim of this paper is to examine possible ways to improve municipality websites so that users will find information more easily. According to theories on web design and usability, structure, navigation, design, text and labelling affects how we find information on websites. This study of nine different municipality web sites shows that it varies to what extent the theories have been put into practise. The main problem areas are structuring and labelling. The content of the websites tend to be structured and labelled according to internal affairs, rather than the needs of the visitor. One conclusion is therefore that municipality websites need to be designed with the visitor in mind if they are to become easier to navigate on. It is also important to have competent staff to maintain the website since the need to be user-friendly and functional is becoming more and more important as the website is becoming increasingly important for the municipality.
