Problem: Lean har under flera tiotals år används inom bilindustrin och annan producerande verksamhet i syfte att effektivisera och förbättra. Också den offentliga sektorn behöver göra effektiviseringar och förbättringar. Frågan är om lean är en metod som också är tillämplig där och hur den kan användas, likaså vilka effekter införandet av lean kan ge? Lean inom producerande verksamhet har i flera forskningar kritiserats för att vara inhumant. Hur ser verkligheten ut inom en kommunal verksamhet som infört lean vad gäller de mänskliga aspekterna? Syfte: Syftet med den här uppsatsen har varit att studera verkligheten för att se hur lean används och se vad det har tillfört en verksamhet. Detta har gjorts med utgångspunkt från en kommunal verksamhet. Jag ville också belysa de mänskliga aspekterna inom lean med fokus på förändrings- och förbättringsarbete, delaktighet och engagemang. Metod: Till denna studie har den kvalitativa metoden använts i form av besöksintervjuer i Vara kommun som har utgjort fallet i denna fallstudie. Intervjuer har gjorts med medarbetare, chefer och projektledare för lean projekt inom kommunen. Litteraturstudien som ligger till grund för teorin har bestått av böcker och vetenskapliga artiklar inom ämnet lean samtinom angränsande ämnen. Slutsats: Lean är tillämpligt också inom kommunal verksamhet, men lean inom producerande verksamhet och kommunal verksamhet är långt ifrånidentiskt. I Vara kommun används främst kartläggning som verktyg, vilket bara är ett av många verktyg. Vara kommun har dock till stor del lyckats anamma ett leantänk, dock har de lång väg kvar tills hela kommunen tänker lean. Medvetenheten om att lean kräver ett långsiktigt tänkande är stort både bland chefer och medarbetare. Ur en mänsklig synpunkt är det än så länge för tidigt att dra någon slutgiltig slutsats då majoriteten av studiens respondenter arbetat med lean för kort tid. På kort sikt kan dock slutsatsen dras att inom de delar av verksamheten som studerats har positiva effekter visats i form av bland annat bättre psykosocial arbetsmiljö, bättre samarbete och mindre sårbarhet. Engagemanget är stort, speciellt bland projektledare och medarbetare, dock skulle ett högre engagemang bland vissa chefer vara önskvärt om Vara kommuns mål skall nås att få lean att bli en del i alla verksamheter. Likaså har kommunen ofta flera projekt på gång samtidigt och en del förblir halvfärdiga vilket gör att det finns en tendens till förändringströtthet bland medarbetare. / Problem: During several years, lean has been used in the car industry and in other manufactories and its purpose has been to be more effective and improvethe operations. The public sector also needs to be more effective and improve their operations. The question is: Is lean a method that is appropriate there, how can it be used and which output can lean give? In studies, lean in manufactories, often has been criticised to be inhuman. With focus on the humans in lean, how is the reality in a municipal operation? Purpose: The purpose of this study have been to examine the reality and see how lean can be used and see what lean have provided to an operation. That have been done from a municipal operation’s point of view. The focus at the human aspects is done through the word of change of work, improvement of work, participation and commitment. Method: The method I used was the qualitative method in form of visit interviews in the municipal of Vara which was the case in this case study. Interviews have been done with employees, people in a higher position and a leader of the lean project who are working in the municipal of Vara. I have studied literature in form of books and academic articles about lean and adjacent subject, which have been used in the theory. Conclusion: Lean is appropriate in a municipal operation but lean is not used in exactly the same way as in manufactories. In the municipal of Vara they mostly use the tool surveying which is only one of many tools in lean. The municipal of Vara has been pretty good at receiving the way of thinking but still, many operations in the municipal have not started to work with lean. Both employees and people in a higher position know that lean need a long term thinking. Because the operations I studied have not been working with lean such a long time it is too early to draw a conclusion if lean is good for the humans in a municipal operation or not. In a short term perspective the result show several positive effects in form of a better cooperation, a better working climate and the operation is now less vulnerable. The commitment of the leader’s of the project and the employees is great, although a few of the persons in a higher position need a better commitment. If not, the goal of 100 % lean in the municipal of Vara is very difficult to reach. Often this municipal has many projects at the same time and some of them remain half a ready and because of that a few employees feel tired of changes in the organization.
