Face à la dénonciation croissante des externalités du transport – et notamment du transport de marchandises - la politique des transports s’est progressivement fixé des objectifs de développement durable. Partant du constat d’une faible amélioration environnementale dans le transport de marchandises, nous nous interrogeons sur la capacité des politiques de transport durable de marchandises (désormais PTDM) à atteindre leurs objectifs. Notre thèse consiste à mettre en lumière les théories sous-jacentes aux politiques de transport durable de marchandises et leurs implications en termes de résultats. L’hypothèse principale de cette thèse est que les politiques publiques s’engagent vers des mesures qui reposent sur un cadre théorique spécifique. Ce cadre théorique oriente les objectifs et les outils politiques des PTDM. Or, cette orientation peut expliquer les difficultés des PTDM en matière d’environnement. L’enjeu du travail est donc de mettre en exergue les théories sous-jacentes aux PTDM et les difficultés qu’elles peuvent engendrer en termes de résultats. / Related to the growing transport's externalities, more and more criticizecl, mainh for freight transport policies have graduallv taken into account new targets in terms of sustainable development. Because of the low improvement concerning environmental externalities for freight transport. we wonder if the sustainable freight transport policies are able to achieve their goals. Our thesis wants to highlight the role of the underlying theories in the weak results of the sustainable freight transport policies. The main hvpothesis of this thesis is that the public policies select specific actions or measures according to a particu]ar representation of the problems that is always Iinked to a theoretical framework. This theoretical framework influences the goals and the political tools of the sustainable freight transport policies. However, this orientation can explain the difficulties of the sustainable freight transport policies to reduce environmental externalities. The stake is thus to put the stress on the underlving theories in the sustainable freight transport policies and their links with the resu]ts.
