La participation des acteurs non étatiques (organisations de la société civile, entreprises privées…) dans la gestion des affaires publiques est l’une des caractéristiques majeures de la gouvernance. Cette notion, qui implique – dans son acception contemporaine – une redéfinition du rôle de l’Etat et invite à la délégation des services publics, induit la promotion du secteur privé lucratif et non lucratif. Dans le domaine de l’accès à l’eau au Sahel de nombreuses organisations de la société civile (OSC) se vouent à la prestation de services, accomplissent des missions sociales qui incombaient auparavant à l’Etat, etc. Ces OSC accompagnent plus qu’elles ne contestent les réformes structurelles (tarification, participation du secteur privé…) initiées depuis une vingtaine d’années tant dans l’hydraulique urbaine que rurale. A contrario, d’autres OSC contestent plus qu’elles n’accompagnent les changements structuraux en cours : dénonciation de la « marchandisation » de l’eau, de la « privatisation » des services publics de distribution d’eau au profit de grands opérateurs privés transnationaux et, éventuellement, de certaines OSC qui contribueraient, par leurs actions, à l’inculcation et à la validation des principes promus par les réformes. Pluralité des représentations de l’eau, diversité des modes de gestion défendus : ces points de vue différents qui alimentent les controverses, les oppositions – mais suscitent parfois les rapprochements – entre OSC et entreprises privées, Etats et/ou bailleurs de fonds institutionnels sont au cœur de notre thèse, à l’instar des relations inter-associatives. Si les problèmes sont souvent pareillement perçus, et la nécessité de réformer largement partagée, les divergences entre acteurs du développement sont patentes en ce qui concerne les solutions à apporter, et à propos du type de réformes à mettre en œuvre. / The participation of non-state actors (e.g., civil society organizations, private companies) in the management of public affairs is one of the major characteristics of governance. In its contemporary meaning, this notion implies a redefinition of the role of the State and invites to the delegation of public utilities. It leads to the promotion of the lucrative and non profit-making private sector. In the field of access to drinking water in Sahel, numerous civil society organizations (CSOs) dedicate themselves to the provision of services, carrying out social missions which fell previously within the State prerogatives’. Most CSOs follow the structural reforms (e.g., pricing, private sector participation) which have been introduce for the past twenty years in hydraulics, both in the urban and rural areas. On the contrary, some CSOs dispute the current structural changes through the denunciation of the « commodification » of water as well as the « privatization » of water supply utilities that favour large transnational private operators. They denounce certain CSOs that would contribute, through their actions, to the inculcation and to the validation of principles promoted by the reforms. The plurality of the representations of water, the variety of the promoted modes of water management : these different points of view which feed the public controversies, the oppositions – but sometimes arouse the mergers – between CSOs, private companies, States and institutional sponsors are in the heart of our thesis. The inter-association relations are also considered. If problems are often perceived from a similar point of view and necessity to reform widely acknowledged, important differences lay between actors when considering the solutions to propose and the type of reforms to implement.
