The whole work is dealing with so-called. OpenData. Since this topic is very extensive, this paper focuses only on cataloging tools (catalogs) for open data. The main reason for this narrower focus is still great variability and new technologies that are of interest not only for the individuals or institutions but also for the whole public administration. For example at the beginning of this work none Czech national open data catalog existed, in the course of writing it managed to launch and now works almost flawlessly. Therefore, it is an important part of a retrospective view. The main objective of this work is to analyze the situation of the national catalogs of open data in selected locations, mapping the requirements of catalogs by avaible documents, creation of criteria and assessed according to criteria selected cataloging tool. Benefits include compiled criteria that can serve additional work or other purposes, and the aforementioned retrospective view. The structure of the work will be divided into several basic blocks, which can be summarized into the structure: Introduction, practical part, analytical part, conclusion. The introduction explains the reasons and aims of work and achievement. The practical part describes the past and present status issues. In the analytical part are assessed as suitable criteria / requirements that are applied to the selected tool. In the end everything is summed up.

This thesis focuses on the efficiency and performance analysis of higher education in the Czech Republic. The theoretical part deals with interpretation of methods, which are then used in the practical part. These methods are data envelopment analysis (DEA) and methods of multi-criteria evaluation with cardinal information on criteria. Another important chapter of the theoretical part is the chapter about the most famous world rankings of universities and practice in this field in the Czech Republic. The practical part is divided into two sections. The first deals with the analysis of the efficiency of economic faculties on public universities in the Czech Republic from 2011 to 2013. The second one is aimed at the creation of a ranking of these faculties for 2015 using the methods of multi-criteria evaluation.

The segmentation criteria, segmentation approaches, methods and techniques for the process of market segmentation are also described in the thesis. The practical part is focused on infant food market analysis and segmentation. It includes secondary as well as primary research and data analysis, which provides the basis for uncovering 3 segments, and for which I designed suitable marketing recommendations. The aim of the thesis is to analyze the infant food market, uncovering segments on this market, developing segment profiles, and proposing an appropriate marketing approach.

Preference elicitation from pairwise comparisons in multi-criteria decision makingSiraj, Sajid January 2011 (has links)
Decision making is an essential activity for humans and often becomes complex in the presence of uncertainty or insufficient knowledge. This research aims at estimating preferences using pairwise comparisons. A decision maker uses pairwise comparison when he/she is unable to directly assign criteria weights or scores to the available options. The judgments provided in pairwise comparisons may not always be consistent for several reasons. Experimentation has been used to obtain statistical evidence related to the widely-used consistency measures. The results highlight the need to propose new consistency measures. Two new consistency measures - termed congruence and dissonance - are proposed to aid the decision maker in the process of elicitation. Inconsistencies in pairwise comparisons are of two types i.e. cardinal and ordinal. It is shown that both cardinal and ordinal consistency can be improved with the help of these two measures. A heuristic method is then devised to detect and remove intransitive judgments. The results suggest that the devised method is feasible for improving ordinal consistency and is computationally more efficient than the optimization-based methods. There exist situations when revision of judgments is not allowed and prioritization is required without attempting to remove inconsistency. A new prioritization method has been proposed using the graph-theoretic approach. Although the performance of the proposed prioritization method was found to be comparable to other approaches, it has practical limitation in terms of computation time. As a consequence, the problem of prioritization is explored as an optimization problem. A new method based on multi-objective optimization is formulated that offers multiple non-dominated solutions and outperforms all other relevant methods for inconsistent set of judgments. A priority estimation tool (PriEsT) has been developed that implements the proposed consistency measures and prioritization methods. In order to show the benefits of PriEsT, a case study involving Telecom infrastructure selection is presented.

The implication of context and criteria information in recommender systems as applied to the service domainLiu, Liwei January 2013 (has links)
Recommender systems support online customers by suggesting products and services of likely interest to them. Research in recommender systems is now starting to recognise the importance of multiple selection criteria and the role of customer context in improving the recommendation output. This thesis investigates the inclusion of criteria and context information in the recommendation process. Firstly, a novel technique for multi-criteria recommendation is proposed. It assumes that some selection criteria for an item (product or a service) will dominate the overall rating, and that these dominant criteria will be different for different users. Following this assumption, users are clustered based on their criteria preferences, creating a “preference lattice”. The recommendation output for a user is then based on ratings by other users from the same or nearby clusters. Secondly, a context similarity metric for context aware recommendation is presented. This metric can help improve the prediction accuracy in two ways. On the one hand, the metric can guide the aggregation of the feedback from similar context to improve the prediction accuracy. This aggregation is important because the recommendation generation based on prior feedback by similar customers reduces the quantum of feedback used, resulting in a reduction in recommendation quality. On the other hand, the value returned by the context similarity metric can also be used to indicate the importance of the context information in the prediction process for a context aware recommendation.The validation of the two proposed techniques and their applications are conducted in the service domain because the relatively high degree of user involvement attracts users to provide detailed feedback from multiple perspectives, such as from criteria and context perspectives. In particular, hotel services and web services areas are selected due to their different levels of maturity in terms of users’ feedback. For each area, this thesis proposes a different recommendation approach by combining the proposed techniques with a traditional recommendation approach. The thesis concludes with experiments conducted on the datasets from the two aforementioned areas to evaluate the proposed techniques, and to demonstrate the process and the effectiveness of the techniques-based recommendation approaches.

The aim of this diploma thesis is to formulate recommendations to amend the guideline issued by the Operational Programme Human Resources and Employment. Their subject matter is based on the analysis of decision situations which must be handled by contracting entities in order to successfully find the right contractor. The paper explains the methods of multi criteria decision making which are suitable for use in public procurement. First part describes requirements which are a prerequisite to creating the rational set of evaluation criteria. Theoretical part continues with description of the Public Procurement Act and its recent changes made by amendments. The practical part contains the survey conducted among contracting entities which were supported by operational programme. It is aimed on their approach to organizing competitions and information management. The last part describes the authors proposed changes.

This diploma thesis seeks to summarize the institutional development taken by the European Union so far (with a particular view to the changes brought about by the Treaty of Lisbon), and, based on this, to provide an assessment of the direction into which the European Union is headed at the beginning of this decade. Within this context, my thesis attempts to outline the various alternative scenarios for the future development of the EU's institutional framework; the likely candidates, to put it simply, are, on the one hand, even deeper integration in the form of a fiscal and political union, or, conversely, the abandonment of the idea of closer cooperation. Since the beginnings of the 1950s, the European Communities and, later, the European Union have been developing towards ever-increasing integration. Even today, one observes obvious tendencies towards intensifying this integration. However, this does not allow for the unambiguous conclusion that the European Union must result in the creation of a fiscal and political union. It is perfectly conceivable that the elected political representatives of individual member states may assume the opposite view, and that tendencies will prevail within the European Union towards a more informal collaboration among separate countries. The present work also attempts a comparison of the views held by politicians, political scientists, analysts, and intellectuals. One finds that even these authors do not arrive at clear-cut conclusions, nor should one expect them to be able to make such conclusions. This thesis draws attention to a number of contradictory aspects - chiefly among them the violation of the Maastricht criteria, and the obvious breach of Article 125 of the Treaty of Lisbon, which prohibits mutual financial assistance.
