The final thesis is focused on a design of architectural study of a Faculty of fine arts on the area, which is located on a border of two Brno districts Veveří and Žabovřesky. The chosen area is determined by Šumavská Street, Bulínova Street, and Veveří Street. The design follows an already processed part of the project from the first semester in the subject TG02. It is focused on the layout of the buildings in the area and the design of architectonical study for three out of four units – the Faculty of Forensic Engineering, common premises of both faculties and underground garages. The fourth unit, which is the Faculty of Fine Arts, is designed in the second phase as the final thesis. Other units are developed together with the design of the second faculty. The architectonical concept follows the city structure in the nearest surroundings. The main idea was to create a cluster of buildings which respects a human scale, not to create a long endless facades and gigantic masses of buildings. The solution is two L-shaped buildings, which grip the building of common premises. It creates a lot of semipublic and public spaces with a great variety of various functions.

Analýza chování řidiče při řešení situací spojených s přecházením chodců přes vozovku / Analysis of driver’s conduct during solving of situations associated with pedestrians crossing the road

The doctoral thesis analyses driver’s conduct while solving situations associated with crossing of pedestrians across the road in cases of various design of pedestrian crossings and at different conditions. The thesis deepens the knowledge of the human factor impact on the occurrence of a traffic accident involved vehicle and pedestrian and thesis also complements knowledge for the needs of the analysis of traffic accidents, especially in solving the pre collision phase and at assessment of possibilities for collision prevention by involved participants. The thesis deals with driver’s conduct, various models of the conduct as well as the thesis focuses on the visual perception, the process of information processing, the driver’s conduct and the reaction time. In terms of the solution suitable types of experiments were designed and implemented. Based on performed measurements a method of processing and evaluating data on drivers’ conduct was found as well as more significant data set was obtained for a detailed analysis of drivers' conduct in different driving situations. The assessed quantities of drivers' conduct were analysed with respect to the dangerousness of driving situations. For these purposes, the categories of the dangerousness of driving situations were defined (situations completely safe, with increased danger, dangerous and critical), into which the analysed driving situations were subsequently included. To enable the quantification of this classification of situations into the categories of the dangerousness, the coefficient of the dangerousness (so called K) was defined. From the detailed analysis of the obtained data, the limit values of this coefficient were determined, and these were subsequently verified using data from the solution of real traffic accidents. Concurrently the analysis verified the suitability of using this hazard coefficient in the analysis of traffic accidents, especially for a detailed assessment of the possibilities of collision prevention.

VZTAH MEZI NÁJEMNÝM A CENOU POZEMKU V CENOVÉ MAPĚ / RENTS AND THE LAND PRICE RELATIONSHIP BASED ON THE PRICE MAP

The dissertation is focused on current issues in the connection with the rental price of land and construction land maps, which are addressed to practice. It deals with an overview of the development of rental and price charts in the Czech Republic and abroad. The basic precondition of the dissertation is the existence of data dealing with the relationship between rents and the usual (market, global) price of land in the price map in the Czech Republic. This area, the relationship of rents and land prices, has not yet been fully explored. The unavailability of this data can result in questioning the expert opinions for example in court proceedings. The conclusions of the dissertation illustrate, how interdependent ground rent with the price specified in price map constructions of land. The percentage of the relation I have determined to both individual cities (Prague, Brno, Olomouc), and all the Czech Republic as a whole.

This PhD thesis analyzes the current situation in appraisals of technical infrastructure easements created by the Road and Motorway Directorate of the Czech Republic in the process of transport infrastructure development. The thesis explains the basic concepts, identifies the relevant legisla-tion and examines the appraising methods used for these easements as described in the literature. It then discusses and critically assesses, based on existing legislation and best practices, the indi-vidual appraising approaches used in expert opinions prepared for the Road and Motorway Di-rectorate of the Czech Republic. Drawing on this assessment, it makes recommendations for a standardized approach for establishing the fair market value of easements and demonstrates its application on a model example.

The dissertation thesis deals mainly with determining of the duration that driver needs to assess the situation behind his vehicle at manoeuvers of turning and overtaking, based on the measurements made in real road traffic. These are common and frequent driving manoeuvers, which the driver performs while driving the vehicle in regular road traffic. For their safe execution the driver needs to have sufficient amount of information about the situation around the vehicle and especially behind the vehicle. This information can driver usually gain from devices for indirect vision, most often rear view mirrors. The time thus defined, suitable e.g for the needs of forensic engineering applications for the analysis of road accidents, has not been studied in detail yet. For the purpose of its determination, therefore, an extensive analysis of the current state of problematics related to the indirect vision from the vehicle was carried out. There were formulated influences on the time duration and with this related characteristics of humans as a part of the driver-vehicle-environment system in the thesis. The characteristics of human perception were investigated and the problematics of reaction time was discussed. Existing research focused on the duration of rear view mirrors glances was analyzed and possible methods of its measurement in detail were presented by author. Based on this, an experiment was designed and realized, the time necessary for rear view mirror glances was defined by the author. The results enable to quantify the time that the driver needs for assessing the situation behind the vehicle in connection of turning, overtaking and other driving manoeuvers when the driver needs to change the driving direction. The conclusions showed that the time needed to evaluate the situation behind the vehicle by means of the rear-view mirrors does not normally exceed duration 1 second.

The thesis deals with the decision-making of the expert in real estate valuation. Due to the complexity of the process and the difficulties of valuation it can be assumed that the decision will be an arduous process. It is obvious that the choice of an expert is crucial to the result of the valuation process. This topic is currently relatively little explored, and therefore the work will deal with the analysis and formulation of decision problems expert in real estate valuation. The thesis analyses the current status of forensic engineering and decision-making regarding to real estate valuation. The general decision-making process, divided into seven steps, is adapted to the requirements of expert decision-making in real estate valuation. As in the managerial decision-making process, property valuation is also divided into three levels. These three levels considered the described fundamental decision problems that lead to the formulation of the expert decision-making principles in real estate valuation. For better understanding the extensiveness of the decision-making process in the valuation of real estate the author created a decision tree respectively schemes whose functionality has been verified at the end of the thesis, exemplified with the help of a specific case study of the determined price in real estate valuation.
