Previous issue date: 2009-05-13 / This study is the result of an investigation carried out in the Master of Education program and it
is linked to the research area of Teacher Training at the School of Education of Universidade
Federal de Goiás. It focuses on Associação dos Deficientes Visuais do Estado de Goiás
(ADVEG) (Association for the Visually Handicapped of Goiás State) in order to analyze the
meaning attributed to the concept of citizenship. The study is based on the assumption that
actions performed by the visually handicapped contribute to the formation of a political culture
that is capable of promoting changes in their lives. This is especially true with regards to the
emergence of citizen rights, a new concept of justice, and democratic practices. Theoretical
references were extracted from the works of Almeida (1992; 2003), Cruz (2004; 2005), Dagnino
(1994; 2002; 2004; 2006), Arendt (1989; 2001; 2007a; 2007b; 2007c; 2007d), and Gohn (1999;
2002; 2003; 2007a; 2007b). By recovering historical aspects of social movements, this research
investigated characteristics of the trajectory of organization of visually handicapped people. The
aim was to understand the dynamics of this trajectory and, above all, to reveal how this social
condition is constructed, as far as the role these people attribute to citizenship is concerned. This
study case consists of a qualitative empirical research involving twenty members of ADVEG and
it employed semi-structured interviews, observations, and documental analysis in the city of
Goiânia. Results indicate that the inclusion of visually handicapped people in the job market
remains limited, which reveals a sense of citizenship composed of rights under the perspective
of legal achievements previously defined by legislation. This is seldom put into practice, but it
is linked to a strategy conveyed by dominant classes and by the State; this strategy aims at a
social inclusion policy as a juridical and political condition that is crucial for the implementation
of the reigning economic model / O presente estudo, intitulado Cidadania das pessoas com deficiência visual do Estado de Goiás:
trajetória, organização e discurso, é resultado da investigação empreendida nos estudos de
Mestrado em Educação ligada à Linha de Pesquisa: Formação e profissionalização docente, da
Faculdade de Educação da Universidade Federal de Goiás. Este estudo tem por objetivo discutir o
significado do conceito de cidadania, sendo a associação dos deficientes visuais do Estado de
Goiás o objeto de estudo.
Parte-se do princípio de que as ações empreendidas pelas pessoas com deficiência visual
contribuem para a elaboração de uma cultura política que opere mudanças na vida dessas pessoas,
em especial para a emergência da realidade de direitos de cidadania, de um novo conceito de
justiça e de práticas democráticas. Utilizou-se dos referenciais teóricos de Almeida (1992,2003),
Cruz (2004, 2005), Dagnino (1994, 2002, 2004, 2006), Arendt (1989, 2001, 2007a, 2007b,
2007c, 2007d), Gonh (1999, 2002, 2003, 2007a, 2007b). A pesquisa implica a recuperação de
aspectos históricos dos movimentos sociais; investiga características da trajetória de organização
das pessoas com deficiência visual, a fim de compreender sua dinâmica, o papel por elas
atribuído à cidadania, buscando entender, antes de tudo, como tal condição social é construída.
Para tanto, foi realizada uma pesquisa empírica, qualitativa e estudo de caso que envolveu vinte
associados da Associação dos deficientes visuais do Estado de Goiás- ADVEG por meio de
entrevistas semi-estruturadas, observações e análise documental no Município de Goiânia. Os
resultados encontrados apontam para o fato de que a inserção social das pessoas com deficiência
visual no mercado de trabalho continua limitada, revelando um sentido de cidadania composta de
elementos como direitos, na perspectiva de conquistas legais, previamente definidos no formato
da legislação. Muitas vezes isso não se efetiva na prática, mas vincula-se a uma estratégia das
classes dominantes e do Estado, com vistas à política de inserção social como condição jurídica e
política, indispensável à instalação do modelo econômico em curso.

The name of my dissertation, consequently The Position of the Handicapped Persons on the Employment Market in the Písek´s Region indicates that the authoress occupies with the employment rate problems of group of these persons. Not only the authoress practical experiences have caused that she has chosen this subject-matter but the topicality of this subject-matter in itself. The handicapped persons belong into the group of risky persons which are more endangered by unemployement that is why is suitable to devote them to a large extent the protection and care. The dissertation has aim to map out the position of the handicapped persons on the labour market in the Písek´s region by means of the theoretical and practical researching of two chosen instruments exploited by the Employment Agency (Labour Office) in Písek during work with this target group the counseling program of The civic society MESADA and physiotheraphy. Part of work is a proposition of sociotechnical reccomendations for improvement in the quality of mentioned procedures in the concrete conditions of the Employment Agency in Písek and MESADA too. The theoretical part passes from the explanation of basic conceptions of the given issues to description of two concrete instruments exploited for the work with handicapped persons counseling program and physiotheraphy and at the same time it describes the civic society MESADA and Labour Office in Písek. The practical part is introduced by the short characteristics of the Písek´s region from the point of view both the general unemployment and from the point of view of portion of the handicapped persons on the total unemployment (joblessness). The results of research are summarized in the graphic form or table graphs which took place in the form of questionning with the technique of structural interview. The structural review was realized with 10 persons which participated in the physiotheraphy in the year of 2008 and with 31 persons which were undergoing the counseling program from 2004 to 2008.

The aim of this work is to find out whether the people after spinal cord injury are motivated enough to get work and whether emplozers accept their demand of part-time working hours because of their health condition. The method of this work was research, the form of questionnaire. The research was carried out in Prague, The Union of Paraplegics in the Center Paraple. 82 out of 95 asked respondents took part in the survey. The thesis consists of two parts. The first part is theoretical. It presents brief anatomics description of spine and central nerve system, the change of health condition after spinal cord injury as well as the psychosocial trauma of people wirh spinal cord lesion. Next, the teoretical part deals with komplex rehabilitation-medical, social, pedagogical and working one. The thesis focuses especially on the working rehabilitation, referring to one elementary human rights-the right for work. It deals with the problem of the handicapped people unemployment and its characteristics. Next the chapter of working rehabilitation deals with the legislation of handicapped people unemployment, especially the new unemployment law n. 435/2004 Sb. Nowadays we can no longer ignore international documents concerning the employment of handicapped people, mentioned in the final chapter of the theoretical part. The second part of thesis is practical. It includes the resultsof both, the survey and the questioning by phone. The data are processed percentualy and graphically. every graph has its own description. Then the results are discussed. People after spinal cord injury are motivated to work. Yet, there are many obstacles to the employment of these people, which may result in their desillusion and demotivation to work. One of such obstacles is e.g. the fact that potential employers do not accept their demand of shorter working hours. The final part of the thesis includes the conclusion, the list of sources and supplement.

The thesis focuses on the issues of Quality Standards and the process of their application in the residential services in Vysočina region. The aim of my thesis is to map the present situation concerning the introduction of Quality Standards in social services in residential facilities in Vysočina region. The introductory theoretical part of my thesis contains sections related to social services. Definitions of basic concepts and sections which are related to chosen topic are explained here. It also contains the description of settings and context of the work. In the practical part the subject is narrowed to the topic of introducing Quality Standards in social services in relation to providers of social services, and to old people{\crq}s and handicapped people{\crq}s homes and special treatment facilities. The results of a questionnaire inquiry, conversations with directors of organizations and workers in direct care are presented and compared. This process is interlaced with the analysis of documents used in filling out the questionnaire that have a direct connection to fulfilling the criteria of social services quality. In the discussion and summary the essential research results are discussed. In relation to introducing Quality Standards in social services it will be necessary to change especially the attitude to users of social services. An important landmark here is the legal codification of Quality Standards in social services in relation to the Social Services Act.

International agreements, Czech constitutional law and labour code ensure an equal treatment in a job, equal chances and the right to have satisfactory work conditions. Furthermore it is stipulated that handicapped persons can claim a higher level of health protection when working, special work conditions, special protection in work relations and assistance in career preparation in order to prevent discrimination. Even though the society provides higher protection to handicapped people, problems with their employment are still deepening. The objective of the present diploma thesis was to give an insight in this situation. The main goal of this thesis was to determine the effectiveness of benefits provided by the Labour Office in České Budějovice. A sub-goal was to ascertain employers{\crq} comments on the benefits which are provided by the Labour Office in České Budějovice. The supposed hypothesis to the main goal reads: ``The higher the amount of benefits, the smaller the number of handicapped job seekers recorded with the Labour Office. And thus benefits are considered effective.{\crq}q The supposed hypothesis to the sub-goal is: ``Employers{\crq} comments are related to the insufficient amount of the benefits to support employment of handicapped people.{\crq}q In order to achieve the main goal in the research, the author applied analysis of documents, the quantitative technique, secondary analysis of data, making use of statistics from 2004 to the end of 2008 provided by the Labour Office in České Budějovice. In order to achieve the sub-goal, the author applied one of questioning methods {--} the quantitative technique of a questionnaire, which was given to an employer who employs more than 50 % handicapped people and who does his business in the district of České Budějovice. The supposed hypothesis to the main goal has not been confirmed by the research. The research has shown an increasing amount of benefits paid to employers and at the same time an increasing number of handicapped job seekers recorded with the Labour Office. The supposed hypothesis to the sub-goal has not been confirmed either.

Philosophical justification of human dignity In the 20th century the transformation into the information society took place. The development of information technologies has brought enormous freedom, on the other hand a decline of the institution of family has quickened rapidly, the character of mutual relations in the society has changed. Thus contemporary science interferes in human naturalness. In the field of medicine technologies which enable lengthening of human life have been developed; however, this evokes the question of dignity of life like this. Current conception of human dignity is also affected by a number of recent tragedies. Consequently a huge development of protection of human rights attempting to prevent such situations in the future has taken place. Respecting human dignity is the basis of the profession of health and social workers, who together with other groups and organisations help disabled people. The project of home artificial pulmonary ventilation (DUPV) is intended for severely handicapped citizens who are dependent on a respirator for the whole life. The aim of my work was mapping the attitudes of DUPV to their own dignity. The research was carried out by a qualitative method; the monitored group consisted of seven DUPV respondents who were chosen by random sampling and by "snow ball sampling". As a method of data collection used a biographic dialogue, followed by standardized asking of 20 questions concerning the determined research questions. Based on the results of individual dialogues the casuistries were formed, obtained data were summarised in charts and tables. Three research questiond were determined: 1.How severely handicapped people with DUPV perceive their dignity? 2.Which non-material factors support dignified life of DUPV patients? 3.Which material factors improve the quality life of DUPV patients? All these questions were answered by the research. We want to mediate the results of the work to professionals, especially to the Centre for DUPV in Brno. The respondents, too, will be sent the results of our research and information from thechapter dealing with social security as well as the contacts with helping organisations.

Diploma thesis "Supported employment as a option of solution of handicapped people participation at the labour market " attend to supported employment. It is the service, which provide assistance for handicapped people in participation at the open labour market among people without disability. Such employment, in contrast to sheltered employment, offer a possibility to do a meaningful work, space for self-fulfillment, salary and prevent handicapped people from social exclusion. Supported employment provides benefits for disabled people, for their families and also for employers. In the Czech republic is supported employment quite a new service, which is related to some problems. For example financing and absence of skilled workers at agencies for supported employment. Solving problems of the Czech concept of supported employment can be found in systems of supported employment in some developed European country, where is supported employment quite wide-spread, such as Norway. Future trend is oriented to extension of this service and then it will be more available for all of expectants. The main goal is also in increase of meaning about supported employment in society and establishes supported employment as a part of Czech legislation.
