This project addresses how residential segregation have stymied home ownership and wealth in the black community; inhibiting true housing equity. This thesis project will attempt to use design as a means to help address past and continuing discrimination. Accessibility, affordability and accountability are central to this goal, which will be addressed in the project. The site chosen for this project is the St. Luke’s Building located in Richmond, VA. This building was home to the Independent Order of St. Luke, a fraternal and cooperative insurance society for blacks. It also housed the St. Luke Penny Savings Bank which was founded in 1903 by Maggie Walker. Walker was the first woman to charter a bank in the United States.

Thesis (M.A. (Dev. Studies)) --University of Limpopo, 2007 / This study analyzes challenges facing housing programmes, predominantly low cost housing projects. An assessment of the Nobody Mothapo low cost housing project in the Polokwane Municipality was done. The officials of the Department of Local Government and Housing, Polokwane Municipality, and beneficiaries of the Nobody Mothapo project participated in the study. The sample consisted of 43 participants with different characteristics. Group discussions were conducted during the data collection process. The findings of this study are that government is attempting to fulfill its obligations by providing shelter to the needy people although there are negative effects hampering the implementation process. The slow housing delivery process and poor quality houses are negatively affecting homeless people. Human settlements are still established without the necessary infrastructure such as electricity, roads and other social amenities. In this study the challenges facing this housing delivery process are discussed. Recommendations are made regarding the role of government. Consumer education is emphasized to enhance community participation in their development and adherence to project management principles in the planning and implementation of low cost housing projects. / Not listed

<p>This research endeavours to identify existing participatory structures and explore the role of local government officials, community representatives and other role players in the housing delivery process in Joe Slovo / indicate opportunities for the participation of beneficiaries in the housing process as well as the extent and nature of community engagement / highlight existing barriers to effective community participation and other problems related to housing delivery in Joe Slovo / draw general conclusions within the framework of the government&rsquo / s housing policy / and provide recommendations to policy makers, urban planners and other stakeholders. Consequently, this research employs qualitative methodological tools as they are most appropriate in the collection of this type of data. Semi-structured interviews were conducted with local officials, and observations were used to gather critical information. In addition, secondary data, with a special focus on newspaper articles, were used.</p>

Housing deprivation is an important dimension of poverty. It is thus a key challenge of policy makers to secure decent housing. The purpose of this paper is to analyze the link between housing tenure types and housing deprivation in 24 European countries. Empirical analyses are based on EU-SILC 2007, enabling comparisons of deprivation across a large set of countries. A multilevel framework is employed. Two competing hypothesis are evaluated. First, whether a rental sector targeted towards low-income households, known as social housing, is successful in achieving adequate housing standards. Second, if a unified rental system covering broader income groups lowers the risk of housing deprivation. Housing deprivation is measured in terms of experiencing overcrowding and while also exhibiting any of the following deficits: a leaking roof; no bath/shower; no indoor toilet; or a dwelling considered too dark. Findings indicate a negative association between the size of the rental sector and the prevalence of housing deprivation. The organization of the rental sector appears most crucial and only the strategy of a rental sector encompassing broader parts of the population significantly reduces the prevalence of housing deprivation and its latent components. The association is robust in terms of confounding factors at the individual level and central country level contextual variables.
