Oportunidad de inversión inmobiliaria, en el ámbito de una posible revitalización urbana en el centro histórico de Rancagua

Tesis para optar al Grado de Magíster en Dirección y Administración de Proyectos Inmobiliarios / El tiempo ha demostrado que las ciudades son dinámicas y su transformación se debe, principalmente, a las políticas económicas y a los modelos de desarrollo subyacentes, los que derivan en las políticas gubernamentales. La flexibilidad asociada a lo anterior, ha provocado el abandono y deterioro de sus centros históricos, situación que ha sido acelerada por fenómenos naturales como los terremotos. Pese a ello, muchas ciudades han emprendido procesos de reconversión, renovación y rehabilitación, que han incidido en una revitalización urbana de este tipo de sectores, cuya integralidad ha sido discutida. En Chile se ha impartido un programa de subsidios estatales dirigidos a renovar los barrios centrales de algunas ciudades, pero en las ciudades intermedias mayores no han prosperado. La investigación determina los factores que obstaculizan la inversión inmobiliaria de viviendas en el centro histórico y urbano de una ciudad intermedia chilena. Luego, con la determinación y análisis de algunos atributos urbanísticos, se define un posible proyecto inmobiliario, que pueda servir como referente y posteriores estudios en la materia. / Time has shown that cities are dynamic and their transformation is mainly due to economic policies and underlying development models, which are derived in government programs. The flexibility associated with this has caused the abandonment and deterioration of its historical downtowns, a situation that has been accelerated by phenomena like earthquakes. Despite this, many cities have undertaken reconversion, renovation and rehabilitation processes, which have had an impact on the urban revitalization of this kind of sector, whose integrality has been discussed. In Chile, there has been a program of state subsidies aimed at renovating the central neighborhoods of some cities, but in the larger intermediate cities there have not prospered. The research determines the factors that hinder the investment property of housing in the historic and urban center of an intermediate Chilean city. Then, with the determination and analysis of some urban attributes, a possible building proyect is defined, which can help as a reference and subsequent studies in this field.

[pt] O século XXI é o século das cidades. Atualmente, o processo de urbanização é um fenômeno acelerado e em escala planetária, com ritmos desiguais e caminhos diferentes, mas que conduzem a uma mesma realidade: a construção de um planeta de cidades. Apesar da progressiva concentração da população nas grandes urbes, a maior parte da população mundial mora em centros urbanos de porte médio e pequeno. Nesse universo de cidades, no contexto da globalização e o uso intensivo de informação e conhecimento em redes, sobressaem, as cidades intermédias. Entendidas não como pontos isolados na rede urbana, as cidades intermédias têm aparecido nos estudos recentes como importantes nós nas redes, exigindo uma análise que considere as relações entre a cidade e a região e entre as cidades de diferentes níveis hierárquicos, em forma de cidade-rede-região. A presença de cidades de importância regional de porte médio em áreas afetadas historicamente pelo conflito armado sugere que tais cidades devem exercer um rol significativo em seus respetivos espaços geográficos no período do pós-conflito. Desta forma, a partir de uma análise histórico-geográfica do desenvolvimento do conflito armado e fundamentada no conceito de cidade intermédia, a pesquisa pretende identificar aquelas cidades que apresentam o potencial de liderar essa nova fase de transição na procura de atingir o desenvolvimento sustentável das regiões. / [en] Urbanization is a global phenomenon and occurs on a planetary scale, with unequal rhythms and different paths, but leading to the same complex and diverse reality: the construction of a planet of cities. Nowadays, we see a process of urbanization that we can describe as global and accelerated, but it does not develop in a balanced and efficient way on the territory. The progressive concentration of the population in large urban agglomerations, the accelerated and sometimes uncontrolled growth of megacities are spatial effects of the current process and trends of urbanization. Nevertheless, the majority of the world urban population lives in small and medium-sized cities and forecasts indicate that these centers will continue to increase their population. In the last decades, it has been observed that in several Latin American countries, the settlement model is changing and there are areas of economic importance, where decades ago, they used to be entities without much population dynamism. Despite this, there are not many international or regional studies on the smaller cities in urban systems.

Au Paraguay, à partir des années 2000, une reconfiguration du réseau urbain « par le bas » se produit à travers la croissance d'une multitude de petites villes (dont la population est comprise entre la dizaine et la trentaine de milliers d’habitants). Malgré leur taille réduite, celles-ci diversifient leurs activités et se dotent de fonctions qui leur permettent d'étendre leur rayon d'influence. Par conséquent, les villes en question complètent et renforcent une catégorie « intermédiaire » du réseau urbain national dont les composantes sont encore largement méconnues. L’activation de ces centralités n’est pas le résultat de politiques volontaristes d’aménagement du territoire, mais des forces et des inerties du marché. Cependant, tandis que la société paraguayenne se projette en ville et aspire aux conditions de vie citadines, l'appareil économique du pays n'est pas suffisamment générateur d’emplois. La croissance actuelle de villes intermédiaires est révélatrice des profonds changements sociaux qui se produisent au Paraguay et permet d’entrevoir les défis qui se présentent dans le futur, et dont l’action publique devra absolument se saisir. / In Paraguay, from the 2000s, a reconfiguration of the urban network "from below" occurs through the growth of a multitude of small towns (for each, their population is between ten and thirty thousand inhabitants). Despite their small size, they diversify their activities and have functions that allow them to extend their radius of influence. As a result, the cities in question complement and reinforce an "intermediate" category of the national urban network whose components are still largely unknown. The activation of these centralities is not the result of voluntarist policies of spatial planning, but of the forces and inertia of the market. However, while the Paraguayan society projects itself into the city and aspires to a city life style, the economy of the country is not generating enough jobs. The current growth of intermediate cities is indicative of the deep social changes taking place in Paraguay and provides a glimpse of the challenges that lie ahead and, therefore, where public action will be needed. / A partir de la década del 2000, se produce en el Paraguay una recomposición de las categorías inferiores de la estructura urbana a través del crecimiento de ciudades de pequeño porte (entre 10.000 y 30.000 habitantes). A pesar de su tamaño relativamente reducido, estas ciudades asisten a una notable diversificación de sus actividades y funciones, lo que les permite ampliar su espacio de influencia. Por consiguiente, los centros urbanos en cuestión completan et refuerzan un nivel intermedio de la red urbana del país cuyos componentes aún quedan por caracterizar. El surgimiento de dichos polos no es el resultado de políticas voluntaristas de ordenamiento del territorio sino de las fuerzas e inercias del mercado y de la masificación del consumo. Sin contar con un aparato económico generador de empleos suficientes en las ciudades, la sociedad paraguaya aspira a la vida urbana y se proyecta en ella. El fenómeno de crecimiento de ciudades intermedias es revelador de los profundos cambios sociales que operan en el Paraguay y permiten avizorar los retos que se presentan en el futuro así como los desafíos para la acción pública.
